THE CHIEF INFORMATION OFFICER'S (CIO) COUNCIL OUTREACH COMMITTEE'S
FORUM WITH INTERESTED GROUPS WASHINGTON, D.C. February 18, 1997, 9:00
a.m. to 12:00 p.m. A one day forum will be held at the Department of
Commerce on Tuesday, February 18, 1997, from 9:00 am to 12:00 pm in the
Departmental Auditorium (enter through the 14th Street entrance). The
purpose of the forum is to interact with qualified interested parties
on issues being addressed by the CIO Council. The CIO Council was
established by the Information Technology Management Reform Act of 1996
as the principal interagency forum to improve agency practices on such
matters as the design, modernization, use, sharing, and performance of
agency information resources. The primary interests of the Federal CIO
Council are being implemented through five subcommittees, each of
which will give a short overview of their strategies and issues:
Capital Planning and Investment -- Joe Thompson Interoperability --
Anne Reed Education and Training -- Liza McClenaghan Year 2000 -- Kathy
Adams Outreach -- Alan Balutis The Capital Planning and Investment
Subcommittee is particularly interested in 1) How private industry
corporations determine return-on-investment (ROI) and total cost of
operation (life cycle cost); 2) How private industry corporations make
decisions on capital investments in information technology (who is
involved, role of the CIO, use of Boards); and 3) How private industry
ensures that Information Technology investments (once determined)
bring in the anticipated benefits in a timely way. (Measurement and
Benchmarking). The Year 2000 Subcommittee (also known as the Year 2000
Interagency Committee) is interested in raising awareness of Year 2000
problems, addressing cross-cutting issues and sharing information and
best practices for fixing the problem. A number of activities of this
subcommittee directly affect industry, such as new language in the FAR
regarding Year 2000 compliancy,changes to GSA schedules, agreement on
formats for how government agencies will exchange data and the
expected need for support services from industry to fix the Year 2000
problems. The Education and Training Subcommittee is interested in
issues that deal with workforce planning as it relates to recruitment
and retention of IT professionals in a competitive market, including
alternative career paths/tracks and training; tools and methodologies
for surveys and skills assessment of IT and non-IT executives;
effective implementation programs for technology-based training and
distance learning; and benchmarking tools for education and training
programs. The Outreach Committee is interested in learning how best to
share information on CIO Council activities and interests and proper
vehicles for industry involvement in studies, conferences, and so
forth. If participants are prepared to speak for not more than 5
minutes, please indicate this in your proposal. All proposals submitted
for consideration must be received no later that Tuesday, February 11,
1997. To qualify for participation and registration, interested
parties must provide in advance of the event substantive comments or
proposals to develop strategies and processes to involve industry,
academia, state and local governments, financial investment groups,
media, or other professional organizations in the Council's
initiatives. Proposals and requests to participate shall be no more
than three pages in length and submitted to Alan P. Balutis, at U.S.
