DADA18) This is a combined synopsis/solicitation for Commercial items
prepared in accordance with the format in subpart 12.6 as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; Proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Quote (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-42. The Standard Industrial Code is 8299 and
small business size standard is $5 mil. DESCRIPTION: IMS are selected
by their respective home countries to participate in the Security
Assistance Training Program at the Army Medical Department Center &
School (AMEDDC&S), Fort Sam Houston, TX. Course conversion, and
presentation are to be accomplished at the AMEDDC&S. Contractor will
include the content and materials, as appropriate, from the Phase I
correspondence Officer Advanced Course, consisting of seventeen (17)
sub-courses, in a seven (7) week in-residence course for IMS.
Contractor must submit documents showing the offered instructor(s)
qualifications meet or exceed the following SPECIAL QUALIFICATIONS:
Instructors must have prior military experience and be a graduate of
the AMEDD Officer Advanced Course. Must have completed the AMEDD
Faculty Development Course or an equivalent. Must possess highly
developed skills in written and oral communication in the English
language, and instructional proficiency according to previous
successful instruction experience in a TRADOC/AMEDDC&S School, or
similar subject matter institution. Teaching experience must include
small group settings and successful prior associations with
International Military Students. Must possess tact, diplomacy, and
patience. Must be sensitive to cultural and religious differences of
IMS. Must have a working knowledge of computers and be familiar with
various software programs, including but not limited to PowerPoint, MS
Word, and Windows 95. Must be available, willing, and physically able
to travel to Washington D.C., and escort IMS on daily tours in and
around the area for one week. The full PERFORMANCE WORK STATEMENT is

Item 0001 Course document preparation and conversion, beginning March
31, 1997 and to be completed NLT April 13, 1997; Bid as one Job lump
sum. Item 0002 Course Document approval, initial IMS assessments,
course presentation, and Phase I OAC examinations; (First class to
begin April 14, 1997, and finish on June 13, 1997. Second class to
begin on July 28, 1997 and finish on September 26, 1997.) Class
completion reports, corrections to course control documents and lessons
learned recommendations are to be completed after each class finish
date; Bid as two (2) lump sum jobs (one for each class). Item 0003
(OPTIONAL ITEM) Instructor to accompany IMS as mentor and guide on DoD
Information Program tour for one week during each class. Instructor's
meals, lodging and transportation during tour to be provided by
government. Tours are scheduled and conducted by the Security
Assistance Training Field Activity, Fort Monroe, VA. NOTE: Item 0003 is
a Government elected option that may be added after award by unilateral
modification. Services to be received by the International Military
Student Office, AHS, Bldg 2840 Room 109, Fort Sam Houston, TX. The
provision at 52.212-1 Instructions to Offerors-Commercial, applies. The
provision 52.212-2 Evaluation-Commercial items applies with the
following evaluation criteria: Technical Quality, Past Performance, and
Price; Technical quality and Past Performance when combined are
slightly more important than Price. The following clauses apply:
