AT ST. PAUL DOWNTOWN AIRPORT, ST. PAUL, MINNESOTA. SOL
DTFA14-97-R-33890 POC Teresa Brady, Contracting Officer. The FAA
intends to solicit proposals and award a contract for construction of
a new Air Traffic Control Tower (ATCT) and base building at St.Paul
Downtown Airport, St. Paul, Minnesota. The contract will have a
performance time of 360 calendar days, with an anticipated start date
of July 14, 1997. The estimated procurement is between $2,000,000 and
$4,500,000. The work will include construction of an 8 story ATCT with
a 350 sq.ft. cab; a 67'x78' one story administrative base building; a
link between the ATCT and base building; a pad for government
furnished engine generator van; and, site earthwork, civil, grading and
landscaping including parking area. A SIR will be issued on or around
February 24, 1997. Information obtained from the SIR will be utilized
in determining the firms most qualified to perform on this project and

purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DoT), Office of Small
and Disadvantaged Business Utilization, has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DoT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DoT provides an 80% guaranty on the bond
amount to surety against loses. Loans are also available under the DoT
Short Term Lending Program at prime interest rates to provide accounts
receivable financing. The maximum line of credit is $500,000. For
