solicitation consists of 8 sites with grading, drainage & surfacing
work. Project includes: construction survey & staking; construction
scheduling; flagging; 160 ton minor asphalt concrete; 3 acres clearing
& grubbing; 1,600 ton crushed aggregate; 900 ton subbase; 480 lnft
culvert; 2 ea spillway assembly; 17 ea pipe anchor; 70 lnft underdrain
system; 34 lnft outlet pipe; 2,900 cuyd roadway excavation; 400 M-Gal
watering; 40 hrs grader; 44 hrs hydraulic excavator; 40 hrs
loader/backhoe; 24 hrs tractor; 52 hrs truck; 170 cuyd keyed riprap; 10
ea pipe culvert; 40 lnft concrete barrier; 34 ea sign/markers; 28 slry
units seeding/mulching; and 700 sqft rock retaining wall. Project is
located approximately 15 miles southeast of Lincoln City, Oregon in the
Siuslaw National Forest. Work shall be completed by July 31, 1997.
Estimated price range is between $250,000 and $500,000. Presolicitation
notices are being provided to firms on this agency's mailing list
concurrently with the publication of this synopsis. -- -- The following
applies only to Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
