is a sources sought/market survey to identify potential sources that
exist with capabilities to manufacture, procure, warehouse, inventory,
and distribute of all U.S. Customs Service (USCS) uniform items under
a five-year indefinite delivery-requirements type contract which will
be awarded to a single concern. All uniform items acquired or
manufactured by the contractor for sale to U.S. Customs Service
employees under this contract will be contractor-owned inventory. Based
upon the results of this survey, the contracting officer will make a
determination whether the follow-on procurement solicitation will be
set aside for the exclusive participation of small business concerns.
A small business for the purposes of this potential procurement is
defined as a concern, including its affiliates, that is independently
owned and operated, not dominant in the field of operation in which it
is bidding on Government contracts, and is qualified as small under
Standard Industrial Classification Code 2389; i.e., having not more
than 500 employees. USCS requires approximately 100 types of diverse,
customized uniform items to be provided to approximately 9,000
full-time, part-time, seasonal and intermittent uniformed employees
stationed throughout all 50 U.S. states, possessions, and territories
and some foreign countries. In addition to the manufacture,
procurement, warehousing and inventory control of the uniform items,
the contractor will be required to receive USCS employees' written (and
possibly via a computer on-line ordering/status system) orders and ship
directly to employee addresses; properly account for uniform allowance
funds credited to individual USCS employees; and prepare and furnish
the USCS financial and uniform purchase status reports. The USCS
requires seven uniforms as follows: (1) Ceremonial Dress Uniform; (2)
Inspector's Dress Uniform; (3) Enforcement Officer's Dress Uniform; (4)
Customs Patrol Officer's Dress Uniform; (5) Black Battle Dress Uniform;
(6) Utility Uniform; and (7) Maternity Uniform. These uniform lines
consist of such diverse, customized items as jackets, shirts, trousers,
skirts, neckties, hats, sweaters, walking shorts, flight suits, gloves,
footwear, belts, and outerwear with specialized insignia and patches.
The respondents to this notice must include a written statement which
addresses their capabilities to perform the five-year contract effort
described in this notice. Respondents must also state whether they are
small businesses meeting the size definition and criteria set forth
above or other than small businesses. Minority, small disadvantaged,
and women-owned business status should also be stated if applicable to
respondent. Capability statements must be submitted in two copies to
the contact point at the address listed above within 15 working days of
the publication of this notice. This is not a Request for Proposals,
and the USCS does not intend to award a contract on the basis of any
information that is submitted. All information is to be furnished at no
