beechlee@ia-ngnet.army.mil. The Iowa National Guard wishes to
establish a prime vendor contract for their subsistence needs. The
requirements of the contract will include the purchase and delivery of
a full range of food products to numerous National Guard facilities
and training sites throughout the state and undefined annual training
locations. This contract will be an indefinite delivery, indefinite
quantity type. The anticipated start date for food deliveries is May
1997. The following are the significant selection factors and their
relative order of importance to the government: sanitation of the
offeror's facilities,quality control; offeror automated electronic
ordering system capabilities; price proposed by the offeror; delivery
methods, past performance (Company's Distribution System); product
range; subcontracting operations and management of subcontracts. The
subcontracting plans for large businesses will also be reviewed for
compliance and acceptability Offers will be evaluated and award made in
accordance with best value source selection procedures. Award shall be
made on other than price alone. The contract will be awarded for a
base period of 1 year and 4-one year option periods. The total cost of
the contract shall not exceed $9,000,000, the minimum guaranteed
amount is $50,000. Pre-proposal conference will be held on or about
February 18 1997. The actual date of the conference shall be announced
in the RFP. This solicitation will be considered for a Small Business
Set-Aside should enough Small responsible Businesses show interest by
10 February 1997 and there is a reasonable expectation that the
Government's requirements can be met by a small business.. All
