synopsis/solicitation for commercial service and parts prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is a request for
quotation (RFQ) number DTCG80-97-Q-3FA776. This solicitation document
will incorporate provisions and clauses that are in effect through
Federal Acquisition Circular 90-45. The standard industrial
classification code is 3498 and the size standard is 500. The
requirement is for the following: Contractor shall remove and discard
all of the A/C salt water piping. This shall include all components,
fittings, and valves 2 inches and under. The removal will start at the
outlets of the sea suction valves to the inlets of the salt water
overboard valves. Furnish, fit and install new all of the A/C salt
water piping, components, fittings and valves 2 inches and smaller.
Piping shall be 90/10 CuNi. All connections shall be silbrazed.
Fittings and components shall be but not limited to elbows, reducers,
gauges, couplings, flanges, relief valves, unions, thermometers and dry
wells. Flush, hydro test and paint all new and disturbed piping. The
government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the government, price and other factors
considered. The following factors shall be used to evaluate offer:

Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short-Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
