R -- TECHNICAL AND TEST SUPPORT SERVICES SOL DATM01-97-R-0003 DUE 013197 POC Contract Specialist Shirley Hayes (817) 288-9578 (Site Code DATM01) This synopsis provides correction to a previous CBD announcement published 15 January 1997 for the recompete of the non-personal technical and management services at the Intelligence, Electronic and Warfare Test Directorate (IEWTD) at Ft. Huachuca, Az. The entire synopsis is being reprinted with modifications to the solicitation release date, the small business status requirement and the evaluation procedures. The Government has placed this requirement in the SBA 8(a) set-aside program. To be eligible for award as a small business, an offeror must represent in good faith that it is a small business at the time of written self certification. The contractor will be required to perform the following: operation and maintenance (O&M) of IEWTD's instrumentation including the Automated Intelligence/Electronic Warfare Test Systems (AI/EWTS) in its entirety, the Vulnerability Test Facilities and Equipment, the Communications Electronic shop assets, video equipment, portable GPS equipment, and test specific data processing equipment. In addition to the O&M the contractor will support operational test which vary in length and area of performances and typically require augmentee employees. These efforts include tasks to accomplish software engineering design and development, TEP generation, on-site data management and analysis, planning and test report preparation and MANPRINT. The Standard Industrial Classification Code is 8711 with a size standard of $20 million. The period of performance is anticipated to start with a BASE year of 1 May 1998 through 30 September 1998 with provisions for four one year options ending 30 September 2002. The acquisition will require a Pre-proposal Conference after the DRAFT solicitation is issued. The solicitation will use BEST VALUE source selection procedures and oral presentations. The draft release date to industry is scheduled for end of June 1997.
