904-884-3264. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information contained in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will NOT be issued. This is
Solicitation F08620-97-T0280, and is issued as a Request for Quotation
(RFQ). The RFQ incorporates provisions and clauses as those in effect
through Federal Acquisition Circular 90-42. This requirement is 100%
set aside for small business; the standard industrial classification is
3272, and the small business size standard is 500 employees. FOB
Destination. Description of requirement -- Furnish all labor,
materials, equipment, transportation, and perform all operations
necessary to design and shop fabricate for delivery and set in place,
FOUR precast concretebuildings, in accordance with the following codes
and standards: ACI-318-83, "Building Code Requirements for Reinforced
Concrete;" Concrete Reinforcing Institute, "Manual of Standard
Practice;" ANSI "Building Code Requirement for Minimum Design Loads in
Building and other Structures." Dimensions -- Exterior 12' X 20' X
8'10". Interior 11'6" X 19'6" X 8'. Design Loads -- Standard Live Roof
Load 30#. Standard Wind Loading "27 PSF (130 MPH)." Roofs shall have
a 3" overhang on all sides. MATERIALS: (1) Concrete: Steel-reinforced,
polypropylene fiber reinforced, 4000 PSI minimum 28-day compression
strength, air-entrained (ASTM C260); (2) Reinforcing steel: ASTM A615,
grade 60; (3) Reinforcing fiber: Polypropylene fiber, fort-a-fiber @
1.6 pounds per cubic yard; (4) Post-tensioning strand: 41K polystrand
CP50, 50".270KSI, 7 wire strand, greased plastic sheath, (ASTM A416).
Roof and floor to be each post-tensioned by a single, continuous
tendon. Said tendon shall form a substantially rectangular
configurationhaving gently curving corners and a corner where the
tendon members are anchored. Tendons shall be greased and enclosed
within a sheath; (5) Floor slab shall be 6" and painted with a
waterproofing agent (WHITE), with a 6" rise at the doors, and painted,
galvanized floor grating 3/16" thickness x 1" spacing over the entire
floor surface; (6) Plaster Finish -- Skip Trowel; roof edge color
bronze tone. Side panels are stucco finish, color sandstone; (7) Panel
Connections. All panels shall be securely fastened together with 1/4"
thick steel brackets. Steel is to be of structural quality, hot-rolled
carbon complying with ASTM A283, Grade C. All fasteners to be 1/2"
diameter bolts complying with ASTM A307 for low carbon steel bolts.
Cast-in anchors used for panel connections to be hot-rolled carbon
complying with ASTM A283, grade C. All fasteners to be 1/2" diameter
bolts with ASTM A325 for low carbon steel. Bolts cast in anchors used
for panel connections to be Dayton superior #F-63, or equal; (8) Doors
and frames shall comply with Steel Door Institute "Recommended
Specifications for Standard Steel Doors and Frames" (SDI-100), and as
herein specified. The building shall be equipped with one set of double
doors 6'0"x 7'0" x 1 3/4", constructed of 18 gauge metal with honeycomb
core, CECO Regent #RB6068MrHRA-801, or equal. Door frames shall be
bonderized and painted one coat of rust inhibitive primer and one
finish coat of Bronze tone. The double door is to be centered on one
20' side; (9) Door Hardware -- Hinges: McKinney Vandal Proof T2731-UPS
(Primed), or equal, 3 pair. Locksets: Best -- satin chrome finish. 626
-- Cylinder -- 63KON4C, deadbolt 83T -- 7LCS. Surface bolts, upper and
lower CECO: 4031-US@C Cadmium plated. Astragal: P4441/68R, or equal.
Door sweeps: Zero International #72A aluminum threshold with neoprene
insert 72" long. (10) Openings: Two openings for vents. One vent
located 12" above finish floor 24" to left of the doorway. The other
vent located 12" below ceiling 24" to right of thedoorway. One 12" x
12" opening located 12" from ceiling on the 20' wall directly across
from doorway opening to accommodate a powered exhaust fan inside a 16"
x 16" rain hood. One explosion proof, electric powered exhaust fan
capable of creating 780 cubic feet per minute air flow to place in the
12" opening. A weatherproof switch for the exhaust fan shall be
located on the outside of the building on the 12' wall to the left of
the doorway at a height of 4' from the ground. Fan must be tied to Fire
Suppression system enabling it to automatically shut off when fire
suppression system discharges its dry chemical extinguishing agent.
(11) Caulking: All joints between panels shall be caulked on the
exterior surface of the joints. Caulking shall be Memo Sealant,
Limestone, or equal; (12) Each unit will have the following accessories
pre-installed and wired to a 125 amp main breaker panel. The breaker
panel shall be weatherproof and located outside the building on the 12'
wall to the left of the doorway at a heightof 5'. (a) ANSUL dry
chemical fire system with the following features: one 50-pound fire
tank (loaded) will be located outside the building centered on the 12'
wall left of the doorway and enclosed in a weatherproof box; two fire
detectors; four flood nozzles; remote pull station will be located
outside the building 6" to the right of the doorway mounted to the wall
at a height of 5' above the ground; Micro-switch for alarm tie-in shall
be weatherproof and located outside the building on 12' wall to the
left of the doorway at a height of 5' from the ground; horn and strobe
light to be mounted above pull station 1' below roof. (b)
Explosion-proof lights with the following features: two 300-watt lights
evenly spaced and mounted centered on ceiling; one weatherproof switch
located outside the building on the 12' wall to the left of the
doorway at a height of 4' from the ground; (c) Precast concrete ramp:
6'4" wide, 13" to 1" inch slope, 6'/0" long and level with doorway.
Deliver and set in place on a concrete apron at the 16 Supply Squadron,
125 Bennett Ave (Building 90715) Hurlburt Field, FL. The offeror shall
include a completed copy of the FAR provisions at 52.212-3, Offeror
Representations and Certifications, Commercial Items. The offeror is
advised that FAR provision 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders, Commercial Items,
applies to this acquisition. FAR 52.212-1, Instructions to Offerors --
Commercial Items, is amended to read: "Submit signed and dated offers
in three copies to 16 CONS/LGCS, PO Box 9190, 350 Tully Street (Mail
Stop #39), Hurlburt Field, FL, 32544. Offers may be submitted on
letterhead stationery and at a minimum must show: (1) the solicitation
number (F08620-97-T0280); (2) the time specified for receipt of offers
(24 Feb 97); (3) The name, address, and telephone number of the
offerors; (4) a technical description of the item(s) being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation. This may include product literature or other documents if
necessary, but MUST include a floor plan to show placement of all items
at a minimum; (5) terms of any express warranty; (6) price and discount
terms; (7) "remit to" address, if different from mailing address; (8)
a complete copy of the representations and certifications at FAR
52.212-3; (9) acknowledgment of solicitation amendments, if any; (10)
past performance information, when included as an evaluation factor, to
include recent and relevant contracts for the same or similar equipment
and other references (including contract numbers, points of contact
with telephone numbers and other relevant information; and (11) if the
offer is not submitted on an SF Form 1449, include a statement
specifying the extent of agreement with all terms and conditions, and
provisions included in the solicitation. The proposal must be signed by
an official authorized to bind your organization. Offers that fail to
furnish required representations and certifications or reject the terms
and conditions of the solicitation, may be excluded from consideration.
FAR 52.212-2, Evaluation -- Commercial Items, is amended to read: (The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The Government anticipates award of a firm-fixed price
purchase order. The following factors in descending order of
importance) shall be used to evaluate offers: (1) technical capability
of the item offered to meet the Government requirement; (2) past
performance, including warranty repairs and repair response time; (3)
delivery time; (4) price (including FOB destination charges). For
evaluation of past performance, offerors are required to submit
information pertaining to previous sales to other government activities
or to private companies. Include contract number, date of purchase,
amount of purchase, and name/address/phone number of purchaser. Failure
to submit this information for evaluation will result in subpar scoring
in the applicable area of evaluation. Questions concerning this RFQ
must be submitted in writing; no telephone responses will be processed.
