issue an Invitation for Bid (IFB) for Helium that conforms to
MIL-P-27407A, Amendment 1, dated 17 JUN 1988, Type -I Gaseous Helium,
Grade A and Type II -- Liquid Helium. This IFB will consolidate all the
Agency's requirements for Helium, with a contract performance period of
5 years, including options. Delivery will be required to the following
destinations; Dryden Flight Research Center, Edwards AFB, CA; Ames
Research Center, Moffett Field, CA; Eaton Corporation, El Segundo, CA;
Jet Propulsion Laboratory, Pasadena, CA; Rockwell International,
Downey, CA; Rockwell International, Palmdale, CA; Rocketdyne Division,
Canoga Park, CA; National Solar Observatory, Tucson, AZ; White Sands
Test Facility, Las Cruses, NM; Johnson Space Center, Houston, TX;
Marshall Space Flight Center, Huntsville, AL; Stennis Space Center, MS;
Kennedy Space Center, FL; Goddard Space Flight Center, Greenbelt, MD;
Wallops Flight Facilty, Wallops Island, VA; Langley Research Center,
Hampton, VA; Lewis Research Center, Cleveland, OH; Lewis Research
Center Plumbrook Station, Sandusky, OH; and other destinations as
specified in the IFB. The resultant contract(s) will be a
firm-fixed-price, requirements type contract, with delivery orders
placed for specific requirements at each destination. Multiple contract
awards may result, however, their will only be one contract per
delivery destination. Quantities will be defined in the IFB along with
a forecast of best estimated quantity per delivery destination -- The
Government intends to acquire a commercial item using FAR PART 12 --
The anticipated release date of IFB 10-97-0025 is on or about March 31,
1997 with an anticipated bid opening date of on or about June 1, 1997
-- All responsible sources may submit a bid which shall be considered
by the agency -- An ombudsman has been appointed -- See Note "B" The
solicitation and any documents related to this procurement will be
available over the Internet -- These documents will be in ASCII or RTF
format and will reside on a World-Wide Web (WWW) server, which may be
