All Request for Quotations are due by close of business February 18, 1997 to the contracting officer listed in this advertisement. Facsimiles are acceptable. This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued. This is a request for quotation due to the fact that the estimated dollar limitation is below the Simplified Acquisition Threshold of $100,000.00. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-43. This procurement is totally set aside for Small Business and Small Disadvantaged Business Concerns as indicated in FAR 19.5. The provision 52.212-1, Instructions to Offerors -- -- Commercial Items, applies to this acquisition. You are to submit a completed copy of the provision 52.212-3, Offeror Representation and Certification -- Commercial Items, with your offer/quote. If you are awarded the contract, you shall submit all warranty documentation for the following unit. Unit shall be a complete factory packaged water heater, fully inspected and tested prior to shipment. Tank shall be ASME factory rated code section VIII and so stamped. Unit shall have OAL vertical tank with accessible and removable tube bundle. Tank shall be 150 psi working pressure. Tank shall be insulated with minimum of two inches of fiberglass insulation and covered with 22 ga metal jacket. Unit shall operate using 40 lb. steam, raising water temperature 40 degrees F to 110 degrees F. Tube bundle shall be 1/2 inch O.D. x 20 ga. copper tubing with a minimum of 25 sq. ft. element surface area and have a working pressure of 150 psi. Units shall have the following flow capacities: 6 units at 50 gpm, 3 units at 30 gpm. Unit shall have integral circulating pump (115V/1/60) wired and piped. Unit shall have installed a 1-1/4" pneumatic control valve, normally closed, and a reverse acting pneumatic controller with main and branch air gauges, piped to control valve. Unit shall have 1-1/2" F&T trap with integral piping, 3 inch or larger dail type thermometer and pressure gauge. Unit shall have a 3/4 inch P&T relief valve, ASME rated. Submittal data must be approved by the Contracting Officer's Technical Representatives, VA Medical Center, Salisbury, NC prior to shipment.
