(703)604-2119 The Naval Air Systems Command (NAVAIRSYSCOM) is seeking
information that may lead to a future acquisition of Sidewinder
AIM-9M/9S Missiles. The current acquisition approach for acquiring
AIM-9M/9S missiles is through a component break-out strategy.
NAVAIRSYSCOM has separate contracts for procuring each of the main
components of the missiles through a component break-out strategy.
NAVAIRSYSCOM has separate contracts for procuring each of the main
components of the missle, e.g., the Guidance and Control Section (GCS),
target detector, (AOTD), Warhead, Rocket Motor, Safe and Arming Device
(S&A), Fins and Wings. NAVAIRSYSCOM is conducting a market
investigation to determine industry's interest in changing the
acquisition strategy to an all-up round approach. The approach being
looked at would require the separate delivery of each of the components
that make up the missile rather than delivering missiles to customers
in an all-up round configuration. Using this approach the contractor
would not receive credit for delivery of a missle until the customer
receives all of the components that make up a missile. The approach
would also consider having additional line items for spare components.
The government is the design agent for the AIM-9M/9S and maintains a
technical data package (TDP) that consists of several thousand drawings
and specifications. Under the all-up round apprach being investigated,
the government is looking into the feasibility of transferring
responsibility to the contractor for maintaining the TDP during the
course of the contract and receiving an updated package at the
conclusion of the contract effort. In the area of configuration
management the government has historically retained Class I and Class
II Engineering Change Approval authority in addition to approval
authority over Critical, Major, and Minor deviations and waivers.
NAVAIRSYSCOM is interested in industry's comments and innovative ideas
on how to approach both configuration management and TDP maintenance
under an all-up round strategy. NAVAIRSYSCOM is also interested in
knowing what would be the minimum quantity of missiles per year
required in order for industry to have an interst in participating in
an all-up round competitive buy. Firms or sources interested in
receiving the Government's formal Request for Information (RFI)

interested parties who have approved security clearances. Appointments
must be made to review the TDP package by calling Pamela Davis

Interested sources will be provided a copy of the RFI on a first come
first serve basis and are invited to review the RFI and provide
responses no later than 07 March 1997. A Government and Industry
conference will be held on or about 20 Feb 1997 at NAWC China Lake at
the Michelson Laboratory. Questions concerning the RFI should be
submitted in writing by Close of Business on 14 Feb 1997, to

Hwy, Arlington, VA 22243-5120. It is desired but not required that RFI
responses be limited to ten (10) pages. Sources will not be reimbursed
for providing responses; therefore, the Navy will accept them in
whatever form they exist. Responses will not be considered as
proposals, and neither this announcement nor the RFI should be
construed as a request for proposal. All information contained in the
RFI is preliminary and subject to modification and is in no way binding
to the government. Proprietary data submitted in response to the RFI
will be protected when so designated. Respnses should include the name
and telephone number of a point of contract having authority and
knowledge to discuss responses with government representatives. All
