Research and Development sources are sought to perform a risk reduction effort in ultra-light weight microwave sensor system technology for the Antennas and Components Division (RL/ERA), Rome Laboratory Electromagnetics and Reliability Directorate. The objective of this effort is to design, build, test, and deliver a major subassembly of an ultra-light weight, X-band, phased array antenna that will be expected to perform track and fire control functions from an aerostat platform. The antenna need not acquire the target or perform surveillance functions. The full up antenna will have an eight (8) square meter aperture, weigh no more than 1500 pounds, operate with a prime power of 15KVA or less, have an average radiated power of 2KW, and a peak radiated power of 10KW. Linear vertical polarization is preferred. It must electronically scan to +/- 60 degrees in azimuth and +/- 10 degrees in elevation, and track up to 32 targets to within 1/2 milliradian. Receive azimuth sidelobes of -40dB with adaptive nulling for jammer and hot clutter supression is needed. The approach of the effort should include the identification and reduction of the risk inherent in the chosen sensor solution by the construction and RF characterization of the selected subassembly. Interested potential sources should respond by indicating their ability to meet the following screening criteria which are of equal importance: (a) experience in building phased array antennas, (b) experience with fire control and target tracking radar systems, (c) experience in lightweight antenna techniques, (d) experience in antenna risk reduction efforts. The expected work load is five (5) man-years. The period of performance will be 12 months beginning in the fourth quarter of FY97. Offerors interested in documenting their capabilities to perform this work should reference RFP No. F19628-97-R-0019 in responding to the Deputy for Small Business, Attn: ESC/BC, Mr. Alan Hart, 275 Randolph Road, Hanscom AFB, MA 01731-2818. Information on file at ESC/BC must be supplemented to document the capabilities in the above stated areas. Organizations not registered must submit complete qualifying information. Offerors should list persons from customer firms whom the Air Force may contact to verify applicable work experience and performance. Firms should also indicate their status if qualified as socially or economically disadvantaged. Each offeror responding to this synopsis is requested to submit with its reply a name and telephone number for a point of contact. Respondents must specify in their response whether they are a large business, small business, small disadvantaged business, 8(a) concern, or women-owned small business and also specify whether they are a U.S. or foreign-owned firm. The Government will solicit those firms meeting the screening criteria in this synopsis. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal phase of this acquisition. The Ombudsman should be contacted with issues or problems that havepreviously been brought to the attention of the program manager and/or contracting officer and could not be satisfactorily resolved at that level.
