The Postal Service will require Architect/Engineer services for an expansion of the Los Angeles, CA -- Bulk Mail Center. The project consists of investigation, design, drawings, specifications, and proposal documents for an expansion of approximately 200,000 gross square feet at an estimated cost of $17 million to $22 million dollars. The basic contract will be for completion of Concept (30%) Design with an option to complete Final (100%) drawings and specifications. Additionally, the contract may contain options for construction documents and construction administrative services. The qualifications of firms for this project are as follows: 1) Experience in projects of compatible size and scope in the Los Angeles area; 2) Architectural firm shall have a minimum of seven (7) licensed architects in the office where the work is performed; 3) Consulting engineering firm(s) shall have at least two (2) licensed engineers in each of the following disciplines: structural, mechanical, plumbing, civil, fire protection, and electrical in the office where work is performed; 4) Prime and structural, mechanical, civil, and electrical engineers shall have worked together on at least three (3) projects of similar size and scope, and Autocadd Version 13 or later; 5) Mechanization consultants shall have a minimum of five (5) years experience with mechanization design, such as large parcel sorting system, conveyor system. Comparable projects will be considered as expansion of facilities with several phases, 150,000 gross square feet or greater, and costing more than $15 million. Firms that have the qualifications to perform the services described above are invited to submit a completed SF255, Architect/Engineer and Related Services Questionnaire for Specific Project, and a completed SF254, Architect/Engineer and Related Services questionnaire, for each of its proposed consultants to the office shown above, received no later than March 20, 1997. The selection will be conducted by using both the submitted SF255s and SF254s.Interested firms with more than one office must indicate on their SF255 the staffing composition of the office in which the work will be performed. Consideration will be given to firms, including consultants, responding to the advertisement in accordance with the following order of preference: (1) Los Angeles, (2) 50-mile radius of Los Angeles, and (3) state of California; Architectural and engineering firms will be considered as local only if their sole office is in the local geographical area or they have a local branch office and all the architectural design, coordination, and management of the project will be performed in that office. The contract contains a requirement for firms to provide evidence of current errors and omissions insurance of $500,000 per claim. It is prohibited to pay any fee, commission, percentage or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project.
