Chamberlen, 402-294-9568 The Government intends to negotiate on a sole source basis a modification to increase the estimated amount of contract F25600-94-D0500 due to accelerated requirements to maintain selected elements of the United States Strategic Command (USSTRATCOM) Command and Control systems and other systems that may be directly or indirectly interfaced to them. Nuclear Planning and Execution Support (NPES) requirements were included in the basic contract. However, the amount estimated for the development of the environment, tasks, and schedules that are expected to achieve a full client-server implementation of current NPES functionality by 1 October 1997 was greater than anticipated. This will result in depletion of the contract half way into the fourth option year. By increasing the contract, the contractor will be able to complete the fourth option year and provide program continuity through four full years of the anticipated five-year contract. Any requirement for a follow-on effort beyond the fourth option yearof this contract will be re-competed. Under the existing contract, the majority of the work supports two systems; the Command Center located in Bldg 501, Offutt AFB, NE and the Commander In Chief (CINC) Mobile Consolidated Command Center (MCCC), a mobile system that is a detachment out of Offutt AFB, NE. The Command Center consists of the following subsystems; Command Center Automated Data Processing (CCADP), Audio-Visual, Voice Communications, Data Communications, and Electromagnetic Pulse (EMP) shield. The primary tasks to support these systems are; maintenance of selected software programs and products, including several decision support software subsystems consisting of Strategic C4I Outage Reporting & Evaluation System (SCORES), Readiness Evaluation, Assessment And Decision-Making (READI), Nuclear Planning & Execution System (NPES) and Command Center Processing & Display System Replacement (CCPDS-R); logistics support to repair or replace selected components; EMP hardness maintenance/hardness surveillance for selected facilities; configuration management administration services for command and control hardware, software, interfaces, and facilities; MCCC program management, logistics management and configuration management services.
