THE VEHICLE REGULATION. DRAFT ENTITLED "SPECIFIC REQUIREMENTS
REGARDING EXHAUST FUME TEST EQUIPMENT" The following notification is
being circulated in accordance with Article 10.6. G/TBT/Notif.97.21. 1.

applicable, otherwise national tariff heading. ICS numbers may be
provided in addition, where applicable): Exhaust fume test equipment;
this includes instruments used for measuring the content of carbon
monoxide (CO) in the exhaust fumes of engines with electric ignition
running at idle or increased rpm, as well as for determining the lambda
values stipulated in the Regulation governing fuel mixtures, with a
view to carrying out the periodic tests stipulated in Directive
92/55/EEC. 5. Title, number ofpages and language(s) of the notified
document: Regulation Containing Measuring Equipment Provisions of the
Vehicle Regulation. Draft entitled "Specific Requirements Regarding
Exhaust Fume Test Equipment". 6. Description of content: The draft
entitled "Specific Requirements Regarding Exhaust Fume Test Equipment"
governs the technical requirements to be set with regard to test
equipment used for measuring the percentage CO and lambda volume in the
exhaust fumes of engines with electric ignition. The requirements are
based on International Recommendation 99 of the OIML (International
Organization for Legal Metrology) and on the requirements of other EU
members States. 7. Objective and rationale: The present technical
requirements regarding CO meters have been adopted as regards their
content into the above-mentioned draft; these requirements were already
based on OIML-R99. The OIML requirements have also been adopted as
regards 002 and HC; in the case of 02, the Regulation is based on the
international (technical) supplement to OIML-R99 which has been
effectively accepted in the interim period. As regards the lambda
calculation, the generally used "shortened Brettschneider formula" has
been proposed, for which the above-mentioned gas constituents are
necessary. These Regulations enable Directive 92/55/EEC regarding
engines with electric ignition to be fully and properly implemented. 8.
