The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida intends to award a sole source requirements contract to Detroit Diesel MTU (Meteren and Tarbinen Union) of Fort Lauderdale, FL for overhaul and repair of the MK V SOC Main Propulsion Engines. This effort includes periodic required overhauls based on engine usage and depot level emergent repairs which may be required during operations. It is estimated that 4-6 overhauls or repairs per year over a three year period will be required. This effort is not suitable for full and open competition for the following reasons: (1) MTU as the original manufacturer with Detroit Diesel as the sole United States representative own the proprietary data rights to the engine design and are, therefore, the only source knowledgeable to perform this requirement; (2) the engines were purchased as commercial, off-the-shelf (COTS) items and no design or detailed depot level repair documentation was acquired by the Government; (3) overhaul or repair by other sources would void existing warranties and cause the Government to incur unnecessary additional costs.
