THIS IS ADDENDUM 1 TO BROAD AGENCY ANNOUNCEMENT (BAA) SP0500-97-BAA01 AND REPLACES REQUEST FOR PROPOSAL SP0500-97-R-0027 The Defense Industrial Supply Center (DISC), Philadelphia, is pursuing innovative methods of providing Customer Oriented Supply Chain Management in support of spare parts at various military centers, bases, camps and posts. This BAA is for Oklahoma City -- Air Logistics Center (OC-ALC), Tinker AFB, OK, in support of their indirect supply items currently issued to OC-ALC personnel from bin stocks typically located at or near the point of use (commonly referred to as "bench stock" or "pre-expended bin stock"), which provides maintenance, repair and overhaul functions in support of aviation weapons systems. The items to be supplied consist mainly of fasteners, gaskets and seals, along with various other aircraft spare parts primarily found under Federal Supply Codes (FSC) 1560, 1620, 1650, 1660, 1670, 1680, 1730, 2840, 2915, 3020, 304O, 3110, 3120, 4010, 4020, 4030, 4140, 4240, 4320, 4330, 4720, 4730, 4810, 4820, 5305, 5306, 5307, 5310, 5315, 5320, 5325, 5330, 5340, 5350, 5355, 5360, 5365, 5905, 5906, 5910, 5920, 5925, 5930, 5935, 5940, 5945, 5950, 5961, 5970, 5975, 5980, 5985, 5990, 5995, 5999, 6110, 6140, 6145, 6150, 6220, 6240, 6250, 6260, 6625, 6850, 6930, 7240, 7340, 7350, 7510, 7530, 7920, 9330, 9390, 9505 & 9525. 1. SCOPE: Any interested parties should propose a method to provide eff~icient supply chain management and inventory control of aircraft spare parts to OC-ALC. The contract will have a three (3) year base period, with a series of one-year options, from one to a maximum of seven (7) years. The goal of this initiative is threefold: (1) provide improved customer service in terms of availability and timeliness of delivery for items covered; (2) improve the inventory management process; and (3) achieve an overall reduction in Government costs. The items required under the subject contract will be specific parts associated with aircraft maintenance, repair and overhaul. Those items needed to meet the customer sites' day-to-day requirements will hereforth be referred to as the customer's "bench stock". The customer's goal is for the contractor to maintain bench stock, at each site, at a level that will assure a 100% availability rate. Items may be required to be supplied that have not been defined as "bench stock" on an as-needed basis based on customer request for support. ~2. DESCRIPTION OF ACTIVITY: It is desired that the contractor be responsible for the managing of bench stock areas at OC-ALC. There are four (4) weapon systems, KC-135, E-3, B-52, and B1B, with six (6) locations where it is preferred the contractor provide staff to manage inventory and distribute parts from bench stock areas to OC-ALC employees. In addition, the contractor will be expected to maintain the aircraft accessories area (LI) which has four (4) locations and will not require a contractor to distribute parts. It is anticipated that the implementation of the four weapon systems would be activated in some form of phase-in process to minimize transitional impact to the OC-ALC. The initial requirement is for the KC-135 with three (3) locations and the Aircraft Accessories Area with four (4) locations. 3. EVALUATION CRITERIA: The following factors will be evaluated for their Technical Merit and are shown in descending order of importance: 1. Customer Oriented Supply Chain Management Concept: a. Inventory Control and Distribution Plans, b. Quality Plan; 2. Industrial Readiness Support Concept; 3. Management Plan; 4. Past Performance/Experience; 5. Support of the Small Business, Small Disadvantaged Business and Women-Owned Business Programs; 6. DLA Mentoring Business Agreement (MBA) Program. 4. GENERAL INFORMATION: In order to assist offerors in developing an effective CP a site visit will be conducted at the OC-ALC on Wednesday, 19 February 1997. AIl interested parties are invited to attend, but attendance is not mandatory for consideration being given to any concept paper. The site visit will consist of a tour of the facility and an inspection of some of the materials to be provided. Visitors will be permitted to ask questionsfor clarification purposes only. There will be no discussions conducted regarding matters of contractual content or agreements made. Attendance at the site visit is by invitation only and must be confirmed with the DISC point of contact (POC) listed below, no later than 14 February 1997. ~This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any response preparation costs. All interested parties should contact the listed personnel to receive a copy of the list of items and a SP0500-97-BAA01 Addendum 1 Proposer Information Packet (PIP). The PIP provides further information regarding the scope of the project, submission of concept papers (CPs), the evaluation and award criteria, CP format and other general information. In order to minimize unnecessary effort in concept paper preparation and review, offerors are encouraged to submit a brief concept abstract in advance of a full concept paper. This should be a summary document not to exceed ten (10) pages. An original and four copies of the concept abstract must be submitted to DISC no later than 1:00 p.m. EST, on Wednesday, 5 March 1997, to receive an answer prior to the submission date for full concept papers. Upon review of a timely submitted CP, DISC will provide written feedback on the likelihood of a full concept paper being considered on or before 14 March 1997. CPs submitted shall be evaluated against the established criteria and if deemed to have merit, the Government will ask offeror(s) to submit proposal(s) for subsequent negotiations for possible contract award. The submittal of full concept papers (CPs) is required no later than 1:00 p.m. on Monday, 7 April 1997. Any CPs received subsequent to that date will not be considered for this requirement in the initial review of the CP, but may be considered at a later time. The page limit of the final CP is fifty (50) pages. This PIP may be obtained via the DISC WEB PAGE (http://www.disc.dla.mil), E-mail or mail request to the Point of Contact (POC) listed below. No other information is available, nor does DISC anticipate issuing a formal RFP or other solicitation regarding this announcement. The Government reserves the right to select for award all, some or none of the proposals received. All responsible sources capable of satisfying the Government's needs may submit a concept paper which shall be considered by DISC.
