NTI IDT 96 MM-30 DUE 031997 POC Point of Contact -- Amy Van Doren,
Program Manager, 908-932-1700 x21; Fax: 908-932-1707 This request for
proposals is for the development and delivery of a short term training
course to disseminate best practices and analytical tools to
coordinate transportation and land use planning and investments. Land
use decisions and transportation investment decisions are often made by
different levels of government and need to be coordinated. The course
will consider issues such as those related to: meeting federal
regulatory requirements at the metropolitan, corridor, and project
level; tools and techniques for analysis and design on how to influence
land use and travel in developing and redeveloping areas and their
limitations; applicability of case studies; and improved understanding
of the land development process and private sector concerns. As
integral to the curriculum, the proposed course will identify best
practices in: land uses and urban design supportive of a wide range of
more efficient transportation choices; analysis of urban design
measures that influence transportation and transportation measures that
affect or influence urban form; better integration of land use and
transportation decisionmaking processes; communicating the issues of
transportation/land use linkages to the broad array of decisionmakers
and the public; and tools and techniques to effect all of the above.
The target audience for this course is transportation and land use
professionals who work in the area of transportation/land use
coordination, including those working in DOTs, MPOs, transit agencies,
state/county/local planning agencies, and consulting firms. The intent
is to make the course applicable to those who specialize in land use
planning and those who specialize in transportation planning. Portions
of the course will include local civic activists, modelers, and
elected officials as participants. The contract will require a list of
materials, including annotated bibliography, course outline, case
studies, curriculum and all course materials, including a participant
resource manual, presentation of a pilot session, and up to thirteen
(13) deliveries of the course. This will be a one year contract (up to
5 deliveries) with the option to renew for an additional year (up to
8 deliveries). To obtain a copy of the complete RFP, send a written
request on organization letterhead to the address above. Faxed requests
will be accepted; telephone requests are not acceptable. RFPs will be
mailed first class in early February. RFPs will not be faxed or express
mailed. Small businesses, minority-owned businesses, and/or
female-owned businesses are encouraged to submit proposals. (0035) Loren Data Corp. http://www.ld.com (SYN# 0104 19970206\U-0001.SOL)
