The construction of three separate but construction-interrelated projects at the POL area of the Duluth Mn Air National Guard Base. POL is the military acronym for Petroleum, Oils, and Lubricants. These projects were designed as separate, stand-alone projects because of uncertain funding projections. However, sufficient funding now exists to bring the projects together under one contract due to their general similarity and location. The award of the work will be to one contractor only in order to achieve economy of scale. Multiple awards will not be made. Project #1 is to rebuild/reshape existing earthen containment dikes that comprise a secondary containment system for two above-ground jet fuel storage tanks. Install HDPE liner. Construct an oil/water separator. Project #2 is to construct a 5,000 SY parking area for aircraft refueler vehicles. The project utilizes both bituminous and concrete paving. Project #3 is for the repair by replacement of bituminous and concrete paving (1,534 SY) where tanker trucks and refueler vehicles transfer fuel from/to above-ground fuel storage tanks. The estimated price range of the proposed total contract is between $1,000,000 and $5,000,000. A firm fixed-price contract is contemplated. The Standard Industrial Classification (SIC) code for this work is 1611, Highway and Street Construction. This acquisition is unrestricted regarding business size, and all responsible sources are encouraged to bid. Bids will be evaluated under the new DoD test program giving bid-evaluation preference to small disadvantaged business concerns in construction acquisitions (DFARS 252.219-7008). If the low bidder is a large business, the concern shall be required to submit a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan IAW FAR 52.219-0009 (ALT I) after evaluation of bids but prior to award of the contract if the award amount exceeds $1,000,000. This synopsis concurrently serves as a pre-solicitation notice. SOL available on or about 1 March 1997, with BOD on or about 1 April 1997. Contractors may request one copy of the solicitation package by submitting a written request to the address shown above. No telephonic or faxed requests will be accepted. The request must be accompanied by a certified check, cashier's check, or postal money order in the amount of $50.00 made payable to TREASURER OF THE UNITED STATES. Deposits are NONREFUNDABLE. Due to the limited number of sets available, distribution must be limited to prime contractors and major first-tier subcontractors only. Suppliers and second-tier subcontractors may only request a list of planholders. The solicitation package will be available for review at the Contracting Office, at the Duluth, Minneapolis, and St. Paul Builder's Exchanges, Construction Bulletin, and Dodge-Scan. (0035)
