Alarms and Gage Wells, Dyess AFB, TX. Project Number FNWZ84-0122A/B/C.
Project calls for renovation of four existing 20,000 bbl and one
existing 12,500bbl Petroleum, Oils, and Lubricants (POL) bulk storage
tanks located at Dyess AFB, TX. Existing tanks are above ground
vertical steel fuel tanks with floating pan and geodesic dome. Access
to the tanks is made more difficult by a series of concrete containment
dikes and basins which surround each one and care must be taken to
preclude damage to these tanks and basins. Work includes abatement and
disposal of existing exterior lead based paint on each tank, recoating
tank exteriors and cleaning and coating tank interiors (existing tank
interiors are uncoated). Work also calls for removing and replacing
existing tank bottoms, center sumps and sump piping, removal of four
existing fuel transfer valves and replacing with new welded spool
pieces, removal of five existing valve pits and providing three new
enlarged valve pits with rolling covers. Also included is removing and
replacing existing tank isolation valves, providing new hydraulically
operated high level switches, shut-off valves and remote alarm
annunciation panels and for each tank. Project also requires providing
new guaging wells and new electric driven pumps for tank product
recovery systems for each tank. After all work is complete and prior to
refilling the tanks the successful bidder shall provide a complete API
653 inspection, conducted by a certified API 653 inspector to ensure
the tanks are in full compliance with the latest API 653 regulations
with the exception of those items noted as deviations in the plans and
specifications. Prospective bidders are to be aware that there are
experience qualification requirements in this solicitation. These
qualifications must be submitted with the bid. Failure to submit
qualifications with the bid will be cause for the rejection of the bid
as non-responsive. The estimated construction magnitude is between
$1,000,000 and $5,000,000. The estimated construction time is 280
calendar days. This procurement is unrestricted and open to both large
and small businesses. All requests for this solicitation must be made
in writing. Bidders must state their business size in their request.
