This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is issued as an Invitation for Bid (IFB) and will be awarded on an 'all or none' basis. This procurement is set aside for small business. The Standard Industrial Classification Code utilized is 3569, and the small business size standard is 500 employees. The Defense Priority Rating for this acquisition is DO. Offerors must bid on all line items to be considered responsive. Offerors will bid on the following items: LINE ITEM 0001 -- Baler (Quantity 2 Each) -- Baler complete with rear load and above ground conveyor system, ability to bale newspaper, high-grade paper, magazines, steel, aluminum cans, plastic, and corrugated cardboard. Must be a horizontal baler, with minimum operating pressure of 3,000 lbs., cycle time of 550 seconds or less, 34 gallon HP limited, pressure compensate piston pump -- 4,000 psi rated, 20 HP high efficiency 230-460 volt 3 phase motor, 2 single stage cylinders, 6" bore, 74" stroke, 4" hardened chrome rod, hydraulic hoses -- rating on pressure hoses must meet or exceed SAE, feed opening -- 35"L x 54"W, platen force 159,400 labs at 92 lbs. per cubic inch (minimum), dimensions approximately 15'L x 6'3"W. Floor 3/4" thick steel, sidewalls 3/8" thick steel. UL approved NEMA 12 rated controls. Baler to be delivered complete with electrical disconnect and full oil reservoir with Mobil DTE hydraulic or oil which exceeds DTE specifications. LINE ITEM 0002 -- Tipper (Quantity 2 Each) -- Tipper to lift customer's cart from floor level and release contents into feed hopper of above ground conveyor system. Powered hydraulically, minimum floor space, tips to maximum angle to empty containers completely, equipped with anchor flange for positive positioning, remote hand-held control, with lifting capacity up to 2,000 lbs.. LINE ITEM 0003 -- Wire (Quantity 20 Each) -- Baling wire, 13 GA x 13'. LINE ITEM 0004 -- Kit (Quantity 1 Each) -- Spare parts. Line Items 0001 through 0004 shall be compatible with each other; EXCEL EX6011 or equal. The Government requires delivery to be made FOB destination 45 to 60 days after date of award. The destination shall be the 36th Logistics Group, Building 17000, Unit 14040, Andersen AFB Guam, 96543. Standard commercial warranties apply to this acquisition.
