commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement is issued as a Request for Quotation
M6700197Q0004 and constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-42. The proposed
acquisition is a small business set-aside. The standard industrial
classification (SIC) code for this requirement is 3589 and the small
business size standard is 500. ITEM 0001: Dumpsters, Standard Type II,
8 CU YD, 6 EA. SPECIFICATIONS: Containers shall be designed to obtain
the specified volume, to withstand all stresses expected to be
encountered during normal heavy usage; containers shall be of such
design that complete discharge of contents can be performed by the
driver using controls located in the cab of the truck; allowable unit
stresses and the design of all connections and weldments shall be in
accordance with accepted engineering practice and shall incorporate the
following factors: Each lifting pin and its attachment to the container
shall be designed to withstand a pull of not less than 7,500 pounds;
lifting pins shall be suitably positioned on each end of the container
in order to provide proper balance and operation for hoisting and
dumping under all normal operating conditions; each bail bar or bail
assembly shall be designed to withstand a pull of not less than 9,000
lbs without failure or permanent distortion of the bail assembly or the
container; bail bars shall be designed and positioned to permit ready
engagement and safe operation utilizing the automatic dumping hooks on
the hoist-haul mechanisms specified. The width (outside to outside of
end walls) or main lower section for all containers shall be 84 inches
+ 1/2 to 3 inches; body shell height 64 inches + 1/2 to 3 inches main
or lower section; thickness of walls on main or lower section to be not
less than 1/4" on bail wall, 3/16" on opp. wall, 3/16" on ends, 1/4" on
bottom; upper section doors Face 0.1345, Top 0.0598, End 0.1046.
Openings for loading and discharge shall have an unobstructed area size
not less than 85 percent of the largest horizontal cross-section area
of container. Container shall be bottom discharge rectangular in shape,
with vertical walls and open top, except that the unit shall be
furnished with two spring-counterbalance top doors. Doors and Latches
shall have spring-loaded, heavy duty, steel latches with handles
operable from both outside and inside the container; thickness of metal
in doors shall be not less than described above. Latch bars shall be
spring-loaded. Hinges for bottom discharge sections shall be heavy-duty
steel forged or plate hinges having steel hinge pins not less than 1
inch diameter; not less than three hinges shall be provided for each
bottom discharge section and additional hinges shall be provided if
required for strength and rigidity. Three danger signs shall be
permanently aff~ixed to the lower center of the outside face of the
wall opposite the bail wall and each end wall of the container.
Exterior size of signs shall be not less than 7 inches high and 10
inches long. Sign shall read as follows: DANGER -- STAY CLEAR AT ALL
TIMES WHEN CONTAINER IS OFF GROUND. Configuration, wording, dimensions
and color of the sign shall conform to applicable portion of OSHA
Title 29 CFR 1910.145. Materials shall be free from defects. Unless
otherwise specified herein, all equipment, material and articles
incorporated in the work covered by this specification are to be new
and fabricated using materials produced from recovered materials to the
maximum extent possible. Steel plate, shapes and sheet shall be any
standard commercial grade of steel which will satisfy the strength and
performance-characteristics specified herein; free from kinks and
sharp bends. All joints, openings and doors shall be squareand neat,
free from sharp edges, fins, burrs and sharp projections. Parts to be
welded shall be free from rust, scale, paint, grease, or other foreign
matter. Welds shall be continuous for all major joints, and shall have
the strength required to satisfy the design, use and loading
conditions; bail bars shall overlap container wall not less than 4
inches on each end and shall be welded solid to the container wall;
sequence of welding shall be such as to minimize the residual stresses
in the steel. Members to be welded shall be positioned and held by
jigs or fixtures when necessary to insure accurate alignment. Vehicle
being used in the hoisting and hauling of the specified containers is
"Volvo GM Models 1303H Serial No. 19506, Gross Weight 12,000 lbs;
Military MIL-T 11663 Truck, Materials Handling, Container Hoisting Rear
Hoist, 4 x 2. Container shall at a minimum be in accordance with the
requirements of this specification and shall be the manufacturer's
standard commercial product. Additional or better features which are
not specifically prohibited by this requirement but which are a part of
the manufacturer's standard commercial product shall be included in the
refuse container being offered. Containers shall be cleaned and dried
to insure they are free from contamination such as oil, grease, welding
slag and spatter, loose mill scale, water, dirt, corrosion product or
any contaminating substances. Containers to be treated with at least
one coat of primer and painted Green with the manufacturer's current
materials and processes. Packing: The containers shall be shipped
uncrated, all doors shall be closed and the spring-loaded latches
secured with wire or other convenient means to prevent accidental
unlatching. Bottom discharge sections shall be secured with flat steel
strapping conforming to ASTM D 3953, or by any other suitable means
which will prevent opening of bottom sections during shipment. When
strapping is used fiberboard pads shall be placed under the strapping
to prevent damage to the container. Delivery shall be 60 to 90 days
after award, FOB Destination. Delivery, inspection and acceptance shall
be at the Freight Traffic Branch, Bldg. 1011, MCB, Camp Lejeune, NC
28542. Award will be based on price and price related factors. The
following Federal Acquisition Regulation (FAR) and Defense Acquisition
Federal Regulation Supplement (DFARS) provisions and clauses apply to

Literature/Brochures with their offer. The Contractor's standard
Commercial Warranty shall apply. The successful offeror shall provide
two copies of the warranty prior to award. The offeror is requested to
provide their Contractor's DUNS Code and Commercial and Government
Entity (CAGE) Code with their offer. The CAGE code entered must be for
that name and address provided by the Contractor. If the offeror does
not have a CAGE code, it may ask the Contracting Off~icer to request
one from the Defense Logistics Service Center (DLSC). Offerors
responding to this announcement shall submit their offers in accordance
with 52.212-1 and shall include a completed copy of provision 52.212-3,
252.225-7000, and 252.212-7000. Closing date is 26 February 1997, 2:00
