The Defense Supply Service-Washington, on behalf of the Secretary of
Defense (Real Estate & Facilities), for the Defense Protective Service
(DPS), intends to acquire commercial off the shelf (COTS), Offense and
Incident Records Management System (RMS) software and hardware required
to implement a new Records Management System (RMS) and the option to
acquire an integrated Computer Aided Dispatch System (CAD). DPS shall
require that an Offeror shall propose and provide RMS software that
supports the overall data/record management needs of DPS and meets
various general requirements such as: (1) Provide an open, flexible
architecture with the ability to add)on additional modules as
requirements change; (2) Provide a graphical user interface; (3) Be
compatible with and utilize the DPS workstation and automation support
(Windows 3.11, Novell LAN, and SPX/IPX protocol) environment; (4)
Provide National Incident Based Report System (NIBERS) compliance; (5)
Be in operation at a minimum of three sites; (6) Be Year 2000
compliant; (7) Provide a user)friendly environment incorporating free
text data entry and other word)processing features. DPS will also
requireT Defense Incident Based Reporting System (DIBERS) requirements.
In addition, DPS will require that an Offeror shall propose and, at the
option of DPS, provide a COTS Computer Aided Dispatch (CAD) system that
will provide police communications, be integrated with the new RMS, and
support DPS mission requirements. The CAD system proposed shall meet
the same general requirements stated above. DPS will also require that
any Offeror propose and, at the option of DPS, provide and install all
the host and client hardware and software necessary to host and
interface with the CAD system, and shall provide all resources
necessary to customize the system, document the system, perform test
and acceptance, and provide training. All parties interested in
