Defense Advanced Research Projects Agency (DARPA) is seeking two
different types of proposals (PART A and PART B) for the development of
mesoscopic machines and related technologies. For the purpose of this
solicitation, mesoscopic machines are defined as those machines that
straddle the size range between microelectromechanical systems (MEMS)
devices and conventional machines ( sugar cube to fist ). A Program
Information Package for this BAA can be found at

requested from the administrative address provided at the end of this
BAA. It is STRONGLY RECOMMENDED that prospective proposers obtain a
copy of this document. PART A of this solicitation seeks proposals to
demonstrate working mesoscopic machines with performance of interest to
the Department of Defense (DoD) and have the potential to be
manufactured in a cost-effective manner. It is anticipated that several
demonstrations will be selected for multi-year (up to three year)
awards. For PART A the following evaluation criteria, listed in order
of decreasing importance, will be used to help select the proposals: 1.
Scientific and technical merit; 2. Expertise and experience; 3. Defense
utility of the proposed mesoscopic machine; and 4. Cost factors
including reasonableness of costs and value to the Government. Under
PART B, a limited number of proposals of a more generic nature
addressing cross-cutting issues such as mesoscopic machine fabrication
or mesoscopic materials behavior will also be selected. For PART B,
the following evaluation criteria, listed in order of decreasing
importance, will be used to help select the proposals: 1. Scientific
and technical merit; 2. Expertise and experience; 3. Applicability to
mesoscopic machines; and 4. Cost factors including reasonableness of
costs andvalue to the Government. Several other factors will be
considered in deciding how many proposals to fund, once selections have
been made: Availability of funds and balance among proposals selected.
(These are not evaluation criteria, they are funding criteria).
FACILITATED TEAMING: It is anticipated that the breadth of expertise
required to successfully respond to this program, especially Part A,
may require the formation of interdisciplinary teams. To assist
prospective proposers, a method of capabilities exchange has been set

INFORMATION: This CBD notice itself constitutes the Broad Agency
Announcement. Proposals must be received at DARPA/DSO, 3701 North
Fairfax Drive, Arlington, VA 22203-1714 no later than 4:00pm EST
03/27/97. All submissions must reference BAA97-19. PROPOSAL FORMAT: All
proposals must be in the following ''page'' format: double-spaced, not
greater than 8.5 by 11 inches, typed single sided with 1.25-inch
minimum margins,with a font size not smaller than 12 pitch. The title
page of the proposals shall contain the following information: point of
contact name, address and phone number and a short proposal abstract.
Volume 1 of submitted proposals shall include an Executive Summary (no
more than two pages), Technical Approach, Program Plan, Statement of
Work, Milestone Chart, Facilities and Equipment Description, Relevant
Prior Work, Management Plan, and Brief Resumes of Key Individuals. The
page count of volume 1 shall be limited to a MAXIMUM OF 50 pages that
INCLUDES ALL figures, tables, and charts. Volume 2 of submitted
proposals shall contain a complete cost breakdown. A one page summary
chart of the program costs by task and year must be included. There is
no page limitation for Volume 2. Non-Government Technical Experts who
have signed a conflict of interest form for this BAA may be used to
evaluate portions of these proposals. Restrictive notices
notwithstanding, proposals may be handled, for administrative purposes
only, by a support contractor. The Government reserves the right to
select for award all, some, or none of the proposals received.
Proposals identified for funding may result in a procurement contract,
grant, cooperative agreement, or other transaction depending upon the
nature of the work proposed, the required degree of interaction
between parties, and other factors. Although no portion of this BAA
will be set aside for HBCU, MI or small business participation, these
organizations are encouraged to apply. In cases where evaluation of
proposals is substantially equal, preference for award will be given to
those proposals that include HBCUs, MIs, or small businesses as
participants over those that do not. All BAA submissions are required
with ten hard copies and one 3.5 inch magnetic floppy storage disk of
either Macintosh or IBM compatible media with all text in generic ASCII
or Microsoft Word format and cost data in either Excel or Lotus 123
