The government intends to award a Sole Source Simplified Acquisition Procedure contract to Hubbs Sea World to collect analyze noise data and its impact on passerine species at Marine Corps Air Station Miramar. Hubbs is the renowned leader in the field of scientific noise studies on animals. They have an extensive noise data base, noise analysis equipment, and can meet the time and technical requirements of this study. Hubbs has conducted noise studies at Miramar that have not yet been released. Also, Hubbs has on staff several world renowned specialists in scientific noise studies on avian species that meets the expertise required according to the specifications. The contractor meets FAR 6.302-1 requirements for only one responsible source and no other services will satisfy agency requirements.
