D -- IRS ON-LINE INTERMEDIARY COMMUNICATIONS SOURCES SOL 0-7-ZZ-ZZ-ZZ-A31 DUE 030797 POC On-line Filing Analyst, Wanda Wallace, 202-283-0264 The Internal Revenue Service (IRS) seeks sources with knowledge and experience in providing intermediary communications between businesses and the IRS. The intermediary communicator will participate in the IRS BMF (Form 941) On-Line Filing Program. The intermediary communicator will receive and transmit tax data and provide acknowledgments from the IRS to the businesses. This communication can be available through on-line service providers, electronic filing transmitters and software developers. Businesses will complete and transmit a Form 941 via computer and modem to a participating on-line filing company entering their PIN as the signature method. The intermediary communicator will batch and transmit the Forms 941 to the IRS. The IRS will notify the on-line filing company/transmitter whether the return is accepted or not. Software companies will work with the IRS to develop software to meet the IRS specifications. All potential sources must submit clear and convincing documentation that demonstratestheir capability to satisfy the IRS' requirements. Sources responding to this announcement need to submit a name, a brief description of their company, and a telephone number for a point of contact. Interested sources should submit their pertinent information including how the communication linkage between the business and IRS will work. No reimbursement for any costs connected with providing the requested information will be made by the IRS.
