(DISPOSABLE CIGARETTE LIGHTERS) REGULATIONS The following notification
is being circulated in accordance with Article 10.6.
G/TBT/Notif.97.25. 1. Member to Agreement notifying: AUSTRALIA. If
applicable, name of local government involved (Articles 3.2 and 7.2).
2. Agency responsible: Federal Bureau of Consumer Affairs, Department
of Industry, Science and Tourism. Agency or authority designated to
handle comments regarding the notification can be indicated if
different from above. 3. Notified under Article 2.10.1. 4. Products
covered (HS or CCCN where applicable, otherwise national tariff
heading. ICS numbers may be provided in addition, where applicable):
Disposable cigarette lighters and all types of novelty lighters.
Novelty lighters are defined as those which have an audio or visual
effect; or which resemble an article commonly recognized as appealing
to a child. For example, lighters in the shape of guns, cartoon
characters, toy animals, food, etc. 5. Title, number of pages and
language(s) of the notified document: Trade Practices Act (Consumer
Product Safety Standards) (Disposable Cigarette Lighters) Regulations
(11 pages). 6. Description of content: The Regulations set safety,
performance and labelling specifications based on the ISO standard as
well as requiring disposable cigarette lighters to meet the child
resistance requirements of Safety Standard for Cigarette Lighters (16
CFR 1210) published in the Federal Register of the United States of
America, Vol. 58, No. 131 on 12 July 1993. 7. Objective and rationale:
To reduce the risk to young children from disposable cigarette
lighters. Since May 1996, the deaths of seven young children were found
by coroners and fire investigators to have been attributable to
non-child resistant disposable cigarette lighters. 8. Relevant
documents: Section 62 of the Trade Practices Act of 1974. 9. Proposed
date of adoption: February 1997; Proposed date of entry into force: 1
March 1997. 10. Final date for comments: 30 June 1997. 11. Texts
