Mental Health Services Administration (SAMHSA), Center for Mental
Health Services (CMHS) through the General Acquisitions Branch, PSC
plans to award a sole source simplified acquisition to Mental
Disability Rights International, in Washington, DC. The contractor
shall research and write a report to assist Mexico in reforming its
mental health law and service-system, consistent with the requirements
of international human rights law, as well as collaborate with
Protection & Advocacy's (P&A's) in border states about issues regarding
mental health and advocacy services in Mexico and their impact in the
United States. The contractor shall send a team of attorney(s), mental
health provider(s), and consumer(s) to Mexico City and the surrounding
vicinity and to one area of the border to visit psychiatric hospitals
and meet with government officials, mental health professionals,
consumers, and local advocates.anticipated award date is February 24,
