The Operational Contracting Division, Services Branch, intends to issue a Request for Proposal (RFP) for the publication of a weekly commercial enterprise (CE) newspaper, circulation approximately 8,000, for Hanscom Air Force Base. The essence of a CE newspaper is an exchange of rights as consideration rather than payment of funds. The right to sell and circulate advertising to the complete readership of the CE newspaper provides the publisher revenue to cover the costs and secure earnings. Electronic Systems Center Public Affairs furnishes editorial materials while the publisher solicits all advertising. The following are evaluation criteria: ability to meet contract requirements, production capability, quality of work, convenience of communication (distance to publisher, ability to transfer files electronically) and past performance.
