Talbert, Contracting Officer, (916) 364-4213 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MDA112-97-R-0008 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-43. The Television-Audio support Activity intends to purchase the following item: one (1) each Video Production Switcher; 30 video inputs; 2 multi-level effects (MLE) busses; program and preset mix bus; key assignment switcher; MLE 1&2 A+B bus key; 14 color generators; 5 linear keyers w/independent mask generators; downstream multi keyer; master fade to black; clean feed output; output processor amp; pulse regenerator; 8 channel GPI; mask generator; 2 independent wipe generators each w/50 standard wipe patterns; DVE control w/3 axis joystick; extender board operator. The Switcher shall meet the following features and specifications: Switcher shall be compatible with the existing composite analog NTSC system and shall be capable of accepting composite analog inputs and producing composite analog outputs without the use of external devices. The switcher shall be used in support of live, on air, and remote field productions and have at a minimum the following features or options: a) 30 Pimary Video inputs, b) 2 Multi-Level Effects systems (MLE), c) Program and Preset busses (Program Mix bus); the Program Mix bus shall be capable of allowing all 30 primary inputs, including feeds from MLE 1&2, to be available for on air output. The preset bus shall store effects or transitions from MLE 1&2 before they are transferred to the program bus, d) Event Memory System; the event memory system shall have a minimum of 40 registers to store switcher setups and effects created on MLE 1, MLE 2, the program mix bus,and the downstream Keyer. The memory system shall include the ability to store and recall complete switcher setups on a 3.5" double density disk, e) Downstream Multi-Keyer, f) DVE Control; the switcher shall be capable of interfacing and controlling Digital Video Editors (DVE) from the switcher control panel, g) Key Assignment Switcher; the switcher shall be capable of allowing keys that enter the downstream multi-keyer to be routed to and used by the MLE keyers, h) Mask Generator, i) Pulse Regenerator, j) Video Processing Amplifier, k) 8 dedicated General Purpose Interface (GPI) inputs, l) Serial Interface; the switcher shall be capable of being controlled by a video editing system using an RS 232 or 422 serial interface and industry standard 200 protocol, m) RGB/Component Switcher; the switcher shall be capable of routing up to four RGB/Component sources to each of the MLE 1&2 Chroma keyers, n) Safe Title Generator, o) 8 Aux Busses; the switcher shall have auxiliary busses capable of feeding video signals from the switcher to peripheral equipment. Each Aux Bus shall have a remote control panel with a minimum of 20 meters of cable, p) Redundant Power Supply; the switcher shall have a redundant power supply capable of providing protection against AC power failure by allowing the switcher to receive power from two different power sources. The switcher shall automatically and transparently switch to the alternate power source when one fails, q) Serial Multiple Device Controller; the switcher shall be capable of controlling a minimum of 4 VTR's via RS-422, RS-232, or GPI communications. The switcher shall be capable of controlling stop, play, fast-forward, rewind, Jog, and cue to timecode, r) RGB/Component Chroma Keyer on MLE 1, s) Encoded/RGB/Component Keyer on MLE 2, t) Enhanced Border Generator on MLE 1&2; the border generator shall be capable of placing edge effects around titles or captions including borders, shadows, drop shadows, outlines and ghosts, u) Matrix Wipe Generator on MLE 1&2, v) RotaryWipe Generator on MLE 1&2, w) Programmable Device Spares Kit; software Programmable Logic Devices (PLDs) and EPROMS used in the basic switcher, x) Panel Diagnostic Software; the software shall be capable of testing and isolating faults in the switcher down to the board level, y) Extender Board, and z) System Manuals: Installation, Operator, and Technical. The Government also requires the following: Initial System Checkout of 1 day, to be conducted by the Switcher Manufacturer after Government Installation; Operator/Maintenance Training of 2 days for 3 people, to be conducted by the Switcher Manufacturer after Government Installation. Upon completion of the training, the operators shall be able to power up the system, operate the switcher, power down the system, and perform all manufacturer recommended preventative maintenance procedures. The Contractor shall provide the Government with a one (1) year parts and labor warrantee which shall cover the repair or replacement of equipment or subassemblies whichare defective and/or do not meet the technical specifications in the manuals. The video production switcher shall consist of, as a minimum, either the Brand Named items listed in the following paragraph or other items that meet the salient requirements of this description.
