99 -- PROFESSIONAL RESTORATION/CONSERVATION OF UNITED STATES POSTAL SERVICE MURALS IN THE ALLEGHANY AREA SOL DTRS57-97-R-00015 DUE 041097 POC Carol Ferrante, Contracting Officer, 617/494-2421. The Volpe National Transportation Systems Center is in the process of issuing a solicitation for the Restoration/Conservation of United States Postal Service Murals in the Alleghany (OH/PA) area. Many of those post offices where artwork was placed over fifty years of age and the unique combination of architecture, art, and internal design make them eligible for the National Register of Historic Places. This also makes the facilities subject to the National Historic Preservation Act. Phase I of the project has been completed during which qualified art conservators assessed the condition of the existing murals and produced individual Mural Treatment Reports. This requirement is for Phase II of the project, in which a qualified conservator(s) will perform the conservation/restoration on five (5) to twelve (12) murals out of the seventy (70) that will be listed in the solicitation. The solicitation will be for multiple awards with each mural being competed among the awardees as a separate task order. Each contract to be awarded will be an indefinite delivery/indefinite quantity contract with a potential of not-to-exceed $250,000 and it will be firm fixed price. The conservator will also include, as required, backup personnel who are able to help with any lead abatement during conservation/restoration of the murals. The scope of work and general requirements will be issued with the RFP. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Business and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under theDOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
