Tank-Automotive and Armaments Command (TA COM) research, development
and engineering center (tard EC) is proposing to award a follow-on
contract on a sole source basis with Stevens Institute of Technology.
The effort is directed toward the further development of the automated
concurrent engineering system (aces) to demonstrate the feasibility of
providing replacement parts with redesign and producibility
improvements that will result in an average savings of 25% in unit
costs. This effort will develop a prototype module with aces for
selected part families that converts military standards to
performance-based specifications. This capability will enhance the
opportunity for all qualified commercial suppliers to compete for
replacement parts contracts. The program will also reduce cost through
identification of a minimum set of optimum performance-based
specifications utilizing broad-based specifications for the selected
part families. The aces system knowledge base will be further developed
to include critical metallic materials and processes. The aces system
knowledgebase will be augmented to incorporate critical metalworking
processes such as casting, forging, welding, machining, and metal
forming. Three of these processes will be selected as the primary
candidates for use in the initial expansion of the aces system to metal
processes. This is a follow-on action and will be negotiated on a sole
