contracts_dsc@nps.gov. The National Park Service (NPS), Denver Service
Center (DSC), and other Department of the Interior (DOI) agencies are
seeking a qualified firm(s) or organization to provide
Architect/Engineer (A/E) services under an indefinite quantity contract
for projects involving structural (including seismic), and geotechnical
engineering services. The work will require engineering and design
services for projects located in the United States including Guam,
Puerto Rico, the Virgin Islands, and territories. The Government may
elect to award a single task order contract or to award multiple task
order contracts for the services to be to provided to two or more
sources under this solicitation. The Government reserves the right to
award contracts, based on the selection board's final selection list,
in order of preference, of the firms considered most highly qualified
to perform the work. Each awardee shall be provided a fair opportunity
to be considered for task orders to be issued. The Government will use
such factors as past performance, quality of deliverables, or other
factors that the Contracting Officer, in the exercise of sound business
judgment, believes are relevant to the placement of orders. Structural
and geotechnical engineering projects include, but are not limited to,
new and existing buildings such as visitor/interpretive centers,
administration facilities, maintenance buildings, and residences;
historical buildings/structures which require special treatment;
seismic evaluation of existing structures; road/parking area pavement
design and analysis, and bridges; landscape architectural features such
as retaining walls and shelters; and civil engineering related
structures such as underground tanks, culverts, and reservoirs.
Required disciplines include structural, geotechnical, and seismic
engineering. Projects may include, but are not limited to: (a) Title I
Services: site investigation, laboratory testing, soils investigation
reports, investigation of structural/foundation systems, rapid visual
screening for potential seismic hazards in accordance with FEMA 155,
report preparation, seismic evaluation of existing buildings in
accordance with the NEHRP handbook (FEMA 178), preliminary design
including structural analysis, schematic design and design development,
preliminary drawings, design analysis including acquisition of data
pertaining to local building practices and material availability,
outline specifications, and preliminary construction cost estimates.
(b) Title II Services: preparation of working drawings and construction
specifications and preparation of construction cost estimates for
stabilization, preservation, restoration, and rehabilitation of
historic structures, renovations and additions to existing buildings,
and new construction. (c) Title III Services: construction observation,
review of submittals, site visits, field testing, and consultation
during construction. Much of the work to be performed in historic
buildings and sites will require continuous attention to compliance
with historicpreservation guidelines, techniques and oversight. The
proposed work may extend over several fiscal years, involving projects
at various stages, which will require that the selected firm must be
capable of providing and managing a multi-disciplinary team from within
the firm or in conjunction with subconsultants. All work will be guided
by NPS policies and directives. The NPS has adopted sustainable design
as the guiding principle for park planning and development. By
definition, this means meeting present needs without compromising the
ability of future generations to meet their own needs. In practice,
sustainable design, utilizes best available solutions within the design
tradition of NPS, and incorporates environmentally sensitive
construction methods, seeks to conserve non-renewable global resources,
utilizes energy efficiently, recycles materials and waste, and
specifies, ecologically responsible methods, practices, and materials
in the construction of park infrastructure. In accordance with Public
law 100-418 and Executive Order 12770, all Federal design work is to be
performed using the metric system of weights and measures. Design work
under this contract may be subject to this requirement. Projects will
require coordination with various review and design entities. The
following criteria, in descending order of importance, shall be used in
the evaluation of the prospective firms. Please note that this criteria
shall be used by the NPS in lieu of the criteria listed under Note 24.
1. Demonstrated professional experience and technical competence of
the firm, including its consultants and project personnel, with
projects of types described, particularly those that embody a high
degree of sensitivity with the historical and natural environment. 2.
Professional qualifications of the principles and key staff of the firm
and consultants. Registration of key professionals in the firm and
consultants. 3. Capacity of the firm to perform the work, including any
specialized services, within tight time limitations. 4. Demonstrated
project management experience with projects of a similar nature for
governmental agencies and private industry with respect to such factors
as control of costs, quality of work, and meeting schedules. 5.
Demonstrated ability to perform computer aided analysis, design, and
drafting. The firm or organization selected shall be primarily engaged
in structural and geotechnical engineering work. All services will be
provided under an indefinite quantity contract. The total of all task
orders per year will not exceed $1,000,000 and each task order will
not exceed $250,000. The A/E is guaranteed a minimum amount of $25,000
during the life of the contract. The term of the contract will be one
year with four one-year options. This procurement is open to small and
large business and is subject to Public Law 100-656. To the fullest
extent, the National Park Service welcomes the participation of small
business firms including women and minority owned and operated A/E
firms and encourage large business firmsto include small business firms
as part of their team. If the apparent successful offeror is a large
business they will be required to submit a subcontracting plan which
will separate percentage goals for using small business concerns and
small disadvantaged business concerns subcontractors. The government
will not indemnify the firm selected against liability involving
asbestos or other hazardous materials; that is, no clause holding the
firm harmless will be included in the contract. Firms that meet the
requirements described in this announcement are invited to submit a
Letter of Interest and completed Standard Forms 254 for each firm and
a Team Standard Form 255 in an original only. Submission of any
additional material is allowed only to the extent that it graphically
(via drawings and photographs) substantiate the relevant project work
specifically described on Standard Forms 254/255. In support of the
sustainable practices of resource conservation and material recycling,
submissions should be concise, make wise use of recycled/recyclable
paper and other materials, and be organized in such a manner that the
recyclable material can be easily removed after evaluation. To the
extent possible, printed/copied double-sided paper documents will be
submitted. Responses must be received before 5:00 p.m., 30 calendar
days from the date of this publication (first work day following a
weekend or holiday) in order to be considered for selection. This is
