This contract shall be an indefinite quantity type contract for architectural and engineering services for one year with a government option to extend the term of the contract for an additional year. The maximum total fee of orders placed under the contract, including the option year, is $500,000.00. The minimum value the Government will be required to order is $20,000.00. No single order shall have a fee in excess of $300,000.00. The initial project is the demolition of building #26, however multi-disciplined design work will be required that meets the specifics listed herein. Design skills should be shown for the following building types, office building, industrial warehouses, general laboratory space and new detached support buildings with construction costs below $250,000.00. The new building could be either masonry or pre-engineered metal. Typical project work may include (a) general building renovation work such as repair/replace roof; windows; doors; ceilings; floors; rest rooms; exterior/interior building finishes; HVAC system and components; plumbing system and components; and interior electrical system and components (b) minor building additions less than $250,000.00 construction cost (c) studies relating to code research, space planning, cost analysis, and architectural evaluation. Asbestos and lead is known to be present. The A&E firm will be required to identify and provide a design which will accommodate the disposal of these materials in the construction plans and specifications in accordance with applicable rules and regulations pertaining to such hazardous materials. Firms responding to this announcement must be prepared to accept the aforementioned as a part of their contract responsibility. Selection will be based on the following evaluation factors as they relate to the above listed work. Factors are listed in order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Internal quality control procedures proposed for this project; (6) Location in the general geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leaves an appropriate number of qualified firms given the nature and size of the project; (7) Firms with in-house multi-disciplined professional personnel necessary to perform most of the services required; (8) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; and (9) The volume of work awarded to the firm by DoD during the previous 12 months will be considered with the objective of effecting an equitable distribution of contracts among qualified architect engineer firms. Those firms which meet the requirements described in this announcement, and wish to be considered, are invited to submit a completed SF254 (if not currently on file with the activity) and SF255 to the office shown below. The SF255 should provide sufficient information to allow for evaluation of the firm with respect to the selection criteria listed, and must clearly indicate the office location where the work will be performed and the qualifications of the individuals proposed to work on the contract. Also, firms should indicate their geographical location. The SF255 is to be received in this office no later than the 30th calendar day after the date of appearance of this announcement in the CBD. Should the due date fall on a weekend or holiday, the SF255's will be due the first workday thereafter. The contract will be for one year from the date of the initial contract award. This contract is 100 percent set-aside for small business concerns and the small business size standard for Standard Industrial Classification 8711 and 8712 is $2.5 million or less based on annual average gross revenue of a firm taken for the last 3 fiscal years.
