Field Area. The National Park Service (NPS) desires to make an
indefinite delivery/indefinite quantity contract award for Architect
and Engineering Services involving land cover mapping and related
projects for the National Park Service lands in Alaska. The term of
this contract shall be for a base period of one year with four (4)
additional one-year options. Multiple contracts will be considered.
Task orders will be issued defining the Scope of Services for each
project as funding becomes available. The total of all orders for each
year shall not exceed $400,000, and each task order shall not exceed
$400,000. A $25,000 minimum will be included during the base period.
The work involves developing digital land cover maps and related data
sets for the 54 million acres of NPS lands in Alaska. Final products
must be compatible with the NPS Alaska Support Office (AKSO) Geographic
Information System (GIS), conform to Federal Geographic Data Committee
(FGDC) standards, and meet professional standards of the scientific
community. The primary uses will for long-term inventory and
monitoring, research, natural and cultural resource management,
planning, interpretation and operations. We anticipate mapping at
intermediate scales from 1:63,360 -- 1:100,000. The anticipated work
may include, but is not limited to the following: * Searching imagery
and photography archives, scheduling satellite imagery acquisitions,
analyzing data quality, and making recommendations. * Interpretation
and analysis of vegetation and environmental data for developing
vegetation classification systems and understanding plant communities
with respect to land cover mapping. * Planning and conducting field
work including sampling designs and logistical coordination for the
purpose of reconnaissance, gathering training site data and information
for stratification models, and accuracy evaluation. * Interpretation of
aerial photographs and analog images to support all phases of work
(reconnaissance, training data, stratification models, accuracy
evaluations). This work may include complete mapping of project areas
using photographic interpretation. * Digital processing of
multi-spectral satellite imagery to develop land cover maps. * Data
automation; including digitizing, co-registering, scanning, tabular
data entry. * Identification, development and application of
appropriate stratification masks and models for refinement of
classification. * Accuracy evaluation * Derivation of interim and final
digital and analog products * Documentation of entire project,
including meta data * Application development highlighting or enhancing
the utility of the land cover maps and other products. * Technology
transfer to NPS personnel Data sources will include aerial photographs
at various scales (typically 1:24,000 -- 1:60,000), digital
multi-spectral satellite imagery (SPOT, TM, MSS, IRS, AVHRR), analog
satellite image data, ancillary data sources such as (digital and
analog), and field work conducted by NPS, contractor or other entities.
Digital products will be in the formats used by the NPS AKSO GIS,
currently these are Arc/INFO and Imagine. Firms will be evaluated on
four factors, listed below in descending order of importance. Criteria
within the first factor have an importance level of highest, moderate,
or lowest. Firms are required to respond specifically to each criteria,
providing examples as appropriate. In addition, firms must provide a
description of the methods they would employ in conducting a land cover
mapping project in a large, remote Alaskan national park. 1.
Professional qualifications and experience of the staff in the
following respects: a) Interpretation and analysis of a variety of
Alaskan vegetation types for mapping (High). b) Digital multi-spectral
image processing to generate land cover maps (High). c) Application of
ancillary data sets in developing land cover maps (High). d) Aerial
photo interpretation to generate land cover maps (High). e)
Coordinating and conducting field work in large, remoteareas in the far
North (High). f) Developing mapping classification systems for use in
Alaska (Moderate). g) Programming expertise in support of data
automation, tabular data entry and analysis, image processing, and
application development (Moderate). h) Application development in
Avenue and AML (Moderate). i) Data production capability in support of
land cover mapping (Low). 2. Track record successfully managing
similar projects. 3. Demonstrated ability to respond to NPS needs and
input with flexibility and creativity. 4. Has the necessary production
facilities and staff resources, or the ability to obtain them. This
procurement is open to small and large businesses. Firms interested in
being considered for this acquisition must submit five copies of
Standard Forms 254 and 255 for themselves and their major
subcontractors (team members) to the procuring office listed above.
Firms are advised that this office does not maintain a current file of
SF-254's and they must therefore submit both forms. No other submittal
is desired and will not be considered in the evaluation. Responses must
be received before 5:00 p.m. (AST), March 7, 1997, in order to be
considered for selection. This is not a request for proposal (RFP).
