Defense Information Technology Contracting Organization (DITCO) intends to negotiate with SPS Payment Systems, 2500 Lake Cook Road, Riverwoods, IL 60015, on a sole source basis, to procure satellite-based network communications services using Very Small Aperture Terminal (VSAT) systems for four the Defense Commissary Agency (DeCA) sites in Europe. Services are required to be established at the DeCA site in Vogelweh, Germany within 5 calendar days after contract award; by 7 March 1997 at the DeCA site in Cairo, Egypt; by 14 March 1997 at the DeCA site in Naples, Italy; and by 21 March 1997 at the DeCA site in Lajes Field, Azores. The network will include the Hughes Olivetti Teleport (HOT) hub located in Greisheim, Germany, linked to the DeCA data center at Kapaun, Germany via a separately procured 64kb terrestrial circuit. This contracting action will be accomplished through simplified acquisition procedures. The Request for Quotation (RFQ) will be issued on 10 February 1997. Responses willbe due on 21 February 1997.
