Officer, 505/846-6898 The Air Force Phillips Laboratory, Directorate of
Contracting, Kirtland AFB, New Mexico, intends to award a sole source
contract to POD Associates, 2309 Renard Place SE, Suite 201,
Albuquerque, New Mexico, 87106, (505) 243-2287, to provide Internet
access for the Southwest Information Supplier Source (SWISS) data base.
The SWISS data base was developed by POD Associates as part of the Air
Force's outreach efforts for Women-Owned Businesses (WOBs) to identify
sources for specific Air Force and prime contractor requirements. SWISS
is proprietary software owned by POD Associates (a small WOB). The Air
Force has free access to the data base (not the software) under its
current configuration. The SWISS data base is currently operating with
dial-in capability, and all existing capabilities must be maintained
while internet access is being developed. A contract will be awarded to
POD Associates provided other sources cannot furnish the requirements
at more favorable terms. Firms responding should indicate if they are
a small business, a socially and economically disadvantaged business,
an 8(a) qualified business, or WOB. Any companies falling in the
aforementioned categories must submit a Statement of Capability (SOC)
(see Note 25) to include written evidence of release of POD Associates'
proprietary rights to the SWISS software. SOCs must be received at this
activity no later than 21 Feb 97. As a result of analyzing responses to
this synopsis of intent, the contracting officer may determine that a
solicitation will be issued to those prospective sources who, in the
sole judgment of this purchasing activity, have the potential of
successfully fulfilling the requirements. All responses from
responsible sources will be fully considered. Foreign owned firms will
not be precluded from participating in this acquisition. If a
solicitation is issued, no additional synopsis will be published. Any
such solicitation will be issued to the intended vendor and all firms
that respond to this synopsis of intent or otherwise request a copy of
the solicitation. For the purpose of being considered a small business
the following applies: SIC Code 7371, Size Standard $18.0M. The
Government reserves the right to set this acquisition aside for Small
Business or the SBA 8(A) program based upon known sources and/or
responses to this synopsis. An Ombudsman has been appointed to hear
concerns from offerors or Potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the Program Director or Contracting
Officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the contracting officer, they are invited to
