Weapons Agency (DSWA) is competing for the logistics support contract
to maintain the Cooperative Threat Reduction (CTR) equipment in the
Former Soviet Union (FSU). A performance based cost-plus-award-fee
contract for labor/operation Contract Line Item Numbers (CLINS) and
materials at cost CLINS is anticipated. OBJECTIVE -- The objective of
DSWA's CTR Logistics Support (CLS) project is to provide initial and
sustained logistics support services to facilitate the CTR mission and
assist in the elimination, safeguard and proliferation prevention of
weapons of mass destruction. SCOPE -- The tasks to be performed by the
contractor include maintenance of all CTR equipment being provided to
the FSU, spare parts management, infrastructure augmentation, initial
and follow-on training, warranty control, safety, and host
representative interface activities; i.e., letters of verification,
commissioning, transfers of custody, etc. All maintenance and
management personnel are to be forward deployed to the FSU. Sufficient
office space/equipment for one Defense Contract Management Command
International (DCMCI) Quality Assurance Evaluator (QAE) shall be
provided in Moscow, Russia; Uman, Ukraine; and other FSU cities as
required. A period of performance of five years is expected. APPROACH
-- DSWA intends to conduct a presolicitation conference on or about 18
Mar 97. All sources interested in receiving additional information
concerning this solicitation, including a draft Request for Proposal
(RFP), under the DSWA CLS Project should submit a request in writing
along with a brief summary of capabilities and experience in
accomplishing the aforementioned tasks. Individual
contractor-Government sessions following the presolicitation conference
will be held to receive verbal and/or written draft RFP comments. Site
visits to Moscow, Russia and Uman, Ukraine are anticipated in early
summer. Any comments regarding the proposed acquisition strategy are
welcomed. Contractors responding to this presolicitation notice will
receive detailed information on the conference, along with a copy of
the draft RFP, when it becomes available. Faxed requests are acceptable
