011-20-2-356-2932. The U.S. Agency for International Development,
USAID/Egypt, intends to issue an RFP for a four-year performance-based
cost reimbursement completion type contract for the implementation of
USAID/Egypt's Healthy Mother Healthy Child activity. The successful
offeror will work in concert with other players, including the Egyptian
ministries of Health and Population and Information, the Egyptian
Health Insurance Organization, UNICEF, other U.S. contractors and U.S.
and Egyptian non-governmental organizations (NGOs), to provide an
integrated package of child and women's reproductive health services
and to mobilize public and private community resources in support of
such services at the district level in four governorates in Upper
Egypt. Major tasks include development of district strategies for 30
districts, implementation of essential services package in 30
districts, establishment of an improved information and monitoring
system for 65 districts, capacity building in the four target
governorates, and support at the national level to the Ministry of
Health and Population. In addition, the successful offeror will also
manage a small grants program and a large commodity procurement

Telephone requests will not be considered. The RFP will be issued on or
after fifteen days from the date of publication of this notice. The
deadline for receipt of proposals will be 50 days after the date of the
issuance of the RFP. The U.S. Agency for International Development
(USAID) encourages the participation to the maximum extent possible of
small business concerns, small disadvantaged business concerns and
women-owned small business concerns in this activity as prime
contractors or subcontractors in accordance with Part 19 of the Federal
Acquisition Regulation. In this respect, it is anticipated that the
prime contractor will make every reasonable effort to identify and make
maximum practicable use of such concerns. All other evaluation criteria
being found equal, the participation of such concerns may become a
