announcement for single-engine, fixed wing aircraft to replace the
DEA's current fleet of such aircraft. The U.S. Department of Justice,
Drug Enforcement Administration is assessing the availability of
competition in the manufacturer and resale of above-the-fuselage, fixed
wing, single engine aircraft. These aircraft will be utilized as law
enforcement surveillance platforms and for personnel transportation.
The following requirements are based on known entities and the DEA s
mission requirements. Each aircraft shall at a minimum be a new six
place, single engine, of high wing design with all metal construction
and a fixed tricycle landing gear with a total time since new of no
more than 20.0 hours. The high wing requirement allows for adequate air
to ground surveillance. The flight control shall be a conventional
aileron, rudder, elevator and flap system design. The reciprocating
engine shall be air cooled, fuel injected, and with a minimum of 300
BHP(brake horse poser) maximum continuous rating at 2500 RPM. The
aircraft shall be manufactured under Part 23, Airworthiness Standards
and certified in the Normal Category as per Part 21, Certification
Procedures of the Federal Aviation Administration Regulations. At a
minimum the aircraft shall have a maximum speed of 170 knots at 17,000
feet and 145 knots at 75% ower at 10,000 feet. In addition, the
aircraft shall have a capability of traveling 650 nautical miles with
76 gallons of usable fuel at 10,000 feet. The aircraft must be able to
takeoff within 900 foot of initiation from a ground roll. In addition
the aircraft must be rated to takeoff or land with 3600 lbs with a
useful load of at least 1600 lbs. Each aircraft shall have an avionics
package which includes Dual Nav/Coms with Glide Slop, IFR GPS, 3 each
Audio panels, one with marker beacon, Mode S transponder, Flight
Director, and 2 axis autopilot. This procurement is Buy American Act
applicable. Proposed products must be in production on the date that
responses are required. Companies with the ability to meet these
requirements should submit a letter of interest referencing this
announcement along with capability statements which clearly demonstrate
how their product meets the requirements of this synopsis. Information
