The Circuit D System which these spares are to be used in was manufactured by EMS Development Corporation. The design and specification information required to manufacture these units is proprietary to EMS Development Corp. The Government is unable provide the information necessary for a competitive procurement. Therefore the Government intends to negotiate this requirement with EMS Development Corporation, 95 Horseblock Road, P.O. Box 640, Yaphank, NY 11980, on a sole source basis. This procurement will be made in accordance with FAR Part 12, Acquisition of Commercial Items. The solicitation will be issued on or about 4 March 1997 with a 15 day closing.
