NASA/GSFC plans to issue Request for Proposal (RFP)5-03163-356 on a
sole source basis to the Missiles and Space unit of Lockheed Martin
Corporation for extension of the Hubble Space Telescope (HST)
operations and servicing contract (CHAMP). The CHAMP contract provides
both HST operations support and support for the on-orbit HST servicing
program. The contract currently extends through September 30, 1999,
while the HST Third Servicing Mission (SM3) is scheduled for November
of 1999. The planned contract extension will provide continued support
through SM3 and the following period of Servicing Mission Observatory
Verification (SMOV). This is projected to be about an eight-month
extension based on the current SM3 launch date. As part of this
extension the contract shall be more fully converted to a Performance
Based Contract. Critical SM3 and related activities are already
underway, including development, delivery and test of the Vision 2000
HST operations systems upgrade, fabrication and delivery of Orbital
Replacement Unit (ORU) flight hardware required for SM3, and
performance of SM3 mission planning, testing, and systems engineering
activities. Lockheed Martin is uniquely qualified to complete this
requirement in that no other contractor could assume responsibility for
completion of SM3 deliveribles, SM3 integration and testing functions,
and SM3 control center operations without both unacceptable
duplication of costs and unacceptable technical risks to performance of
the mission. However, additional HST servicing missions are planned for
2002 and possibly 2005, while HST operations shall continue until at
least 2005. NASA/GSFC intends to compete a follow-on to the CHAMP
contract to provide for these requirements, with a draft RFP expected
to be released for industry comment in September of 1998. The statutory
authority for Other Than Full and Open Competition is 10 U.S.C.
2304(c)(1), Only One Responsible Source. Any other firm desiring
consideration is requested to fully identify its capability or submita
proposal within fifteen (15) days of publication of this synopsis to
the Goddard Space Flight Center office and individuals listed. See
