Janilea Bays, Contracting Officer (202) 767-6332 This is a Notice of Intent from the Naval Research Laboratory to contract on an other than full and open competition basis with SAIC, 10260 Campus Point Drive, Mail Stop K2, San Diego, CA 92121-1578. The contractor shall enhance automated evaluation methodologies which support NRL's Text Extraction Evaluation Task. The specific tasks to be performed shall include but not be limited to the following: 1) preparing test data and enhancing scorer to provide an improved basis for evaluating text extraction systems, 2) performing research and making decisions concerning test methodology and task definitions, 3) implementing research and methodology automation tools, 4) carrying out TIPSTER/MUC-compliant scoring of participating system results and statistical analysis of significance, and 5) developing and documenting software including Named Entity (NE), Coreference Identification (CO), Template Element (TE), Template Relationship (TR) and Scenario Template (ST). The contract period of performance shall be for a period of 36 months including all options. This is not a solicitation. No RFP will be issued resulting out of this Notice of Intent. See Note 22.
