Indefinite Delivery Order Contract to be awarded by the U.S. Property
and Fiscal Office for Massachusetts to a qualified A/E firm to perform
Type "A", "B", "C" and Bid Document Reproduction Services or any
combination thereof. This contract shall be multi-disciplinary for
various projects located at Otis ANG Base, Massachusetts. Projects
which include asbestos may be included in this contract. The initial
project list requires the design, including preparation of construction
plans and specifications of the following projects: (a) Repair
Munitions Bunkers (b) Repair Electrical Alarm System. All anticipated
A-E services shall be provided under an Indefinite Delivery type
contract. Selection of a qualified A-E firm is not based on competitive
bidding procedures, but rather upon professional qualifications
necessary for the satisfactory performance of specialized services
required subject to the following additional considerations and their
relative importance to the Government as listed in Note 24 of this
publication. Please note that item 6, the special criteria is based on
volume of DOD work and small disadvantaged business designation. The
Indefinite Delivery Order contract shall have a maximum monetary limit
of $750,000.00 for the initial year and $750,000.00 for the option
year, and no single project shall exceed $150,000.00. This contract
shall be awarded with a performance time of one year with an option to
extend the term for one year. All work covered by this statement shall
consist of furnishing all plant, labor, professional services,
analysis, equipment, materials and performance of all necessary travel
and associated services required to furnish complete designs ready for
advertising to the general public for the various anticipated projects.
Completed designs shall include site investigations as required,
compilation of data, technical analysis, development of design concepts
and preparation of complete drawings, specifications and detailed cost
estimates. All services and designs shall be in accord with
professional engineering and architectural practices, including
supplementary instructions contained in the Air Force Standards and
Guidelines. A-E firms that meet the requirements described in this
announcement are invited to submit a completed Standard Form 254,
Architect-Engineer Related Services Questionnaire and the Standard Form
255, Architect-Engineer Related Services for a Specific Project to:

Base Civil Engineer, telephone (508) 968-4238. Submittal of the
required standard forms shall be made prior to the close of business
March 15, 1997. No other general notification to firms under
consideration for this project is made and no further action is
