U.S. Coast Guard Maintenance and Logistics Command Atlantic is
procuring maintenance services for the National Distress System (NDS)
consisting of approximately 215 remote communication sites. The NDS
provides VHF-FM radio coverage along coastal areas and inland regions
adjacent to major navigable bodies of water. This system is vital to
internal command and control as well as the primary means of
communication with the maritime community. The services to be provided
include the following: central dispatch of maintenance personnel on a
24 hour basis, diagnostics, equipment repair, preventive maintenance,
spare parts, logistics and use of centralized data base to record
maintenance history. Due to the criticality of the NDS, maintenance
personnel must be dispatched within three hours of notification and
with repairs completed within eight hours. Specific exceptions may
apply to the preceding response requirement and will be addressed on a
case-by-case basis. The NDS consists of the following major
subsystems: multi-frequency remote base station transceiver with
auxiliary fixed frequency receiver; antenna, transmission line and
protection subsystem; single and multi-point dedicated telco circuits;
and, various control units. Direct maintenance of the leased telco
circuits is not required but diagnostic services to the extent
necessary to isolate system malfunctions is required. Selected sites
have additional components for encryption of communication circuits
using Motorola "DES" technology. System hardware includes vintage 1975
through current technology. All existing NDS transceivers and control
units are Motorola brand. Successful contractor will have adequate
access to OEM documentation and spare parts. The Statement of Work, in
addition to a listing of the specific remote communication sites, will
be provided in the solicitation. The performance period will be for a
base year plus four twelve-months option periods. An Indefinite
Delivery/Indefinite Quantity type contract with task orders is
anticipated. The SIC Code is 4899 with $11.0 million or less average
annual receipts for small businesses within the last three fiscal
years. The solicitation will be issued on or about February 27, 1997.
