Garcia The Health Resources and Services Administration intends to negotiate on a sole source basis with Mr. Paul Conroy, 5210 Braywood Drive, Centreville, VA 20120. This procurement will be process in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to respond to new legislation and focus on the immediate requirements of the law enforcement community. The contractor shall: analyze the new legislation, identify appropriate data sets, review data, provide recommendations for program consideration; identify individuals to be review/consulted when designing the data system; develop focus group agenda and prepare focus group briefing materials; draft of law enforcement policy and regulations. Mr. Paul Conroy, is the only responsible source capable of providing the required work and services. The period of performance is one year.
