Internal Revenue Service is issuing a Request for Quotations under the
Simplified Acquisition (SA) process where the vendor will design,
develop, and present a series of training events to provide Education
employees Servicewide with the skills, knowledge, tools and techniques
to enable them to begin to function as performance consultants in the
Internal Revenue Service. It will assist them in acquiring a new mind
set regarding the evolving role of the Education professional. Rather
than viewing themselves solely as managers or deliverers of "training
events" that are tangential to business operations, they will
recognize the value of assuming the role of performance technologist
through direct involvement with actual operations. In addition, the
training will provide new competencies in the areas of building
partnerships, diagnosing problems, analyzing problem causes, designing
interventions, implementing changes, and measuring results. The
Statement of Work provides for the vendor to work in conjunction with
IRS School of Professional Development employees to design and present
such a program. The training is to be delivered primarily through the
IRS Satellite Network. Contractor's quote will be evaluated by price,
technical acceptability, experience and past performance. Award will
be made to that offeror whose quote is most advantageous to the
Government. All responsible sources may submit a proposal which shall
be considered by the Government no later than 15 days after the date of
