937-257-3926. Wright-Patterson Air Force Base, OH has a requirement for
the Lease and Maintenance of 50 Gas Powered Golf Carts plus Maintenace
for 25 Government Owned Electric Golf Carts. (i) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) Solicitation number
F33601-96-R-0141 is a Request for Proposal (RFP). (iii) This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. (iv) This is an
unrestricted acquisition. The associated standard industrial
classification (SIC) code is 7999. The small business size standard is
$5M. (v) This acquisition has two line items for each contract period:
(1) Non-personal services for lease, preventive maintenance, service
calls, and annual re-conditioning of 55 new, gas powered golf carts.
Contractor will provide all required replacement parts to perform
maintenance on gas carts. (2) Non-personal services for preventive
maintenance, service calls, and annual re-conditioning of 25 Government
owned electric Golf carts. The period of performance is 1 May 97 -- 30
Apr 98. Four one-year options may be awarded. Please provide one price
per line item for each year, totaling five years. In addition,
contractor is required to provide descriptive literature which will
enable a complete technical review for compliance with specifications.
(vi) Description: The contractor shall provide a one year lease of 55
gas powered golf carts. New, 1997 model carts shall be provided. Each
cart shall meet the following minimum specifications: (1) All aluminum
frame (2) Four wheels (3) Top (4) Sweater Basket (5) Hub Caps (6) Tow
Hitch (7) Adjustable seat backs (8) Vertical club rack. Six equal
payments shall be made to the contractor from April through September.
A preventive maintenance service call shall be performed by the
contractor each week to cover 25 percent of the entire fleet of gas
golf carts. The day of the week shall be determined by mutual agreement
of the contractor and the 88 SPTG/SVBG Golf Course Director. Weekly
preventive maintenance service calls shall include, but not be limited
to, the following: (1) Checking battery and oil (2) Checking brakes
and adjusting as necessary (3) Checking steering (4) Checking tire
pressure (5) Checking acceleration and overall cart performance (6)
Repairing and providing replacement parts for any gas cart that is
experiencing problems. The contractor shall ensure all 55 gas carts are
serviced at least once per month. Service call reports shall be
completed after each service call is made, indicating all services
performed. Any gas cart that cannot be repaired within 24 hours after
maintenance has begun must be replaced. A preventive maintenance
service call shall be performed by the contractor each week to cover 25
percent of the entire fleet of Government owned electric golf carts.
The day of the week shall be determined by mutual agreement of the
contractor and the 88 SPTG/SVBG Golf Course Director. Electric carts
are four wheeled Club Car brand models with tops. Model years are as
follows: Five each 1987, ten each 1989, and ten each 1990. Weekly
preventive maintenance service calls shall include, but not limited to,
the following; (1) Checking batteries (2) Checking brakes and adjusting
as necessary (3) Checking steering (4) Checking tire pressure (5)
Checking acceleration and overall cart performance (6) Repairing any
cart that is experiencing problems. Service call reports shall be
completed after each service call is made on any cart, indicating all
services performed. The contractor shall provide the Golf Club with a
point of contact and emergency telephone number. The contractor shall
respond to all service calls within 48 hours after the initial call is
made. The contractor shall perform an annual reconditioning ofthe
entire golf cart fleet during the Winter months 1 December -- 1 March
on a schedule that is mutually agreed upon by the contractor and the 88
SPTG/SVBG Golf Course Director. The annual re-conditioning service for
each gas cart shall include the following: (1) Change engine oil and
check filter for possible replacement (2) Check governor setting (3)
Check and fill all other oil levels (4) Remove rear wheels and drums
and perform a brake adjustment (5) Check steering linkage (6) Lubricate
front suspension and all other fittings (7) Adjust tire pressure to
proper level (8) Replace or repair defective or damaged body parts. The
annual re-conditioning service for each electric cart shall include the
following: (1) Check and clean battery tops and terminals (2) Charge
and discharge batteries to identify battery life (3) Remove rear wheels
and drums and perform a brake adjustment (4) Check steering linkage (5)
Lubricate front suspension and all other fittings (6) Adjust tire
pressure to 18 PSI (7) Check and fill differential oil to proper level
(8) Replace or repair defective or damaged body parts. This is a
non-appropriated fund purchase and it does not obligate appropriated
funds of the United States Government. Non-appropriated funds are
generated by the military community through the sale of goods and
services and the collection of fees and charges for participation in
military community programs. This purchase does not involve federal tax
dollars. (vii) Period of performance is 1 May 1997 -- 30 Apr 1998 with
four one-year options; Place of delivery and acceptance is 88
SPTG/SVBG, military Golf, 4690 Skeel Avenue, Wright-Patterson AFB OH.
FOB: Destination. (viii) Solicitation provision at FAR 52.212-1,
Instructions to Offerors -- Commercial Items (OCT 1995) is hereby
incorporated by reference. (ix) FAR 52.212-2 Evaluation -- Commercial
Items. Evaluation criteria to be included in paragraph (a) of provision
52.212-2 are as follows: (1) technical capability of the item offered
to meet the Government requirements; (2) Price; in descending order of
importance. (x) All offerors are to include with their offers a
completed copy of provision 52.212-3, Offeror Representations and
Certifications -- Commerical Items. (xi) Clause 52.212-4, Contract
Terms and Conditions -- Commercial Items (OCT 1995), is hereby
incoporated by reference. The following addenda are hereby incoporated
into the clause: FAR 52.217-8 OPTION TO EXTEND SERVICES, AUG 1989,
(IAW FAR 17.208(f)) Note: Option to Extend Services -- The contracting
officer shall provide written notice to the contractor extending the
period of performance in accordance with contract clause 52.217-8 no
less than 14 calendar days prior to expiration of the contract. FAR
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT, MAR 1989 (IAW FAR
17.208(g)). (xii) The following additional FAR clauses which are cited
