PRESOLICITATION NOTICE -- Sources sought to includes the furnishing of all labor, materials, and equipment necessary to construct a 3 story steel framed structure complete with precast, prestressed concrete piling; concrete first floor slab; composite concrete and metal deck floor and roof system; modified bitumen roofing; concrete masonry exterior walls; steel stud and wallboard interior partitions; elevators; dock levelers; medical and food service equipment; plumbing, medical gas and vacuum, fire extinguishing, heating ventilating, air conditioning, electrical lighting and telecommunications cabling and backboards power, nurse call, intercom, fire alarms, and master antenna TV systems; and incidental related work. Exterior site work includes asphalt concrete paving; concrete sidewalks; extension of existing sewer, water, electrical, and gas services; landscaping; sprinkler irrigation system; instructions in operation and maintenance of equipment, systems, and building; and incidental related workcomplete and ready for use. -- The contract is to be awarded to the responsible offeror who submits the propoposal considered most advantageous to the Government considering "Price" and "Technical" evaluation factors. -- A preproposal conference will be scheduled, with a date to be published later. -- This is not a public bid opening. -- The estimated cost is over $10,000,000.00 -- Firm Fixed Price Contract. -- Contract duration is approximately 730 calendar days. -- Proposals will be considered from all responsible sources. -- This project is unrestricted. -- The Standard Industrial Code is 1542 and the annual size standard is $17 million. -- It is recommended the subcontracting goals reflect a minimum goal of 7% for Small Disadvantaged Business Subcontracting effort and 30% for Small Businesses. -- Proposers should request in writing stating RFP number N68711-94-R-1607, with complete name, address, area code and phone number and whether bidding as a prime/subcontractor/ supplier. -- NOTE: Plans and specs will not be mailed to firms within a 20 mile radius of the issuing office. -- Solicitation packages may be acquired in person from Plan Issue or by mail. -- Telephone requests will not be accepted. -- There will be a charge for plans and specs that is yet to be determined.
